MP Bessarab: insurance against job loss will not be introduced in Russia in the coming years
In the coming years, taking into account the problems that the Russian economy is experiencing under the pressure of Western sanctions, no additional insurance rates will be introduced, including unemployment insurance. Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans Affairs, said this in an interview with Lenta.ru.
The Federation of Independent Trade Unions of Russia (FNPR) proposed to change the payment of unemployment benefits by creating a new type of social insurance. Sergei Nekrasov sent a corresponding letter from FNPR Deputy Chairman to Deputy Minister of Labor and Social Protection Elena Mukhtiyarova.
Trade unions suggest that the new type of insurance will be mandatory for all types of employment. It will act in case of debt on the part of the employer, loss of work or transfer to part-time work, as well as downtime.
“The need to insure against unemployment is a question tested by many of the world’s economies. Practice shows that indeed this type of insurance allows for a more measured labor market,” the deputy believes.
However, despite all the positive aspects of such insurance, in Russia today there is no question of changing the method of paying unemployment benefits, Bessarab noted.
“We do not resort to it, because even today taxes in Russia are not the lowest taxes. Although, if compared with European countries, there taxes will be higher than ours. But at the same time, it will be a certain burden for the employer. Therefore, this is an unpopular measure, which is considered in the most extreme cases, ”she said.

“And the regions will not allow it, because personal income tax is the tax that allows finances to be collected in the local regional budget. Therefore, I do not think that personal income tax will be allowed to somehow cut, ”summed up the deputy.
Earlier it became known that the Ministry of Labor of Russia predicts a peak in the growth of tension in the labor market at the end of 2022 – the beginning of 2023. The ministry stressed that in the face of sanctions pressure, “it is necessary to take timely measures to support employment and the labor market.”
