Senator alleges mismanagement of public accounts by the president and recalls blockages in MEC and INSS resources
the senator Randolph Rodrigues (Rede-AP) signed this Wednesday (Dec.7.2022) a request to the TCU (Union Court of Auditors) to make the president Jair Bolsonaro (PL) ineligible for mismanagement of public accounts. The congressman asks the Court of Auditors to investigate the conduct of the Chief Executive under penalty of “direct violation of public accounts and the basic principles that govern the public budget”🇧🇷
In the request, Randolfe states that several essential services to the Brazilian population are suffering from a lack of public resources. He mentions the MEC (Ministry of Education) blockages in the budgets of universities and federal institutes and the INSS alerts (National Institute of Social Security) about a possible stoppage of the agency due to the blocking of resources. According to the senator, the lack of resources is not due to 🇧🇷unforeseeable circumstances”but by “underestimation” of mandatory expenses “in order to direct resources to other areas of greater interest to the President of the Republic”🇧🇷
Randolfe also says that the cases of MEC and INSS are not the 1st time that Bolsonaro voluntarily underestimated public expenses, “creating what has been called a ‘dummy budget’”🇧🇷 For the congressman, the ineligibility of the president is “future” and “unremovable”. He also said that the public budget must be protected from leaders who only think about “benefit” of the public office they hold.
Blockages in the MEC
The Ministry of Education again blocked, last Thursday (1st.Dec.2022), the budget of universities and federal institutes, hours after having released the amounts🇧🇷 The information was provided by Conif (National Council of Institutions of the Federal Network of Professional, Scientific and Technological Education).
The blocking of funds had been accomplished on November 28th. The MEC did not report the retained amounts. According to UNE (National Union of Students), R$ 1.68 billion was blocked in the folder. From universities, R$ 224 million were withdrawn.
On December 1, Andifes (National Association of Directors of Federal Institutions of Higher Education) issued a statement stating that the MEC had gone back on the blockades🇧🇷 Hours later, around 7:30 pm, the withholding of the funds came into effect again.
