The PL (Bill) 1028/2024 changes the Criminal Execution Law to allow domestic and care work to be counted to reduce the time served for convicted women. The text is under analysis in the Chamber of Deputies.
The current law already guarantees convicts serving their sentence in a closed or semi-open regime the right to reduce their sentence for work or study in the following proportions: 1 day of sentence for every 3 days of work; and 1 day of punishment for every 12 hours of school attendance.
However, the author of the proposal, deputy Erika Hilton (Psol-SP), argues that the concept of work today is often restrictive, failing to consider activities carried out predominantly by women in the domestic environment.
“The judicial system usually only takes into account formal jobs, which are those with a work permit, while informal activities, particularly those carried out by women, are not taken into account when reducing sentences”observes.
“The recognition of domestic service as a valid form of work to reduce sentences represents an important step in valuing unpaid work activities, especially those carried out by women”adds the parliamentarian.

Next steps
The project will be analyzed by the Women’s Rights Defense committees; Public Security and Combating Organized Crime; and Constitution and Justice and Citizenship. It will then proceed to the Chamber Plenary.
