M5S: “Referendum will be the end of the government”. Lega: “Exchange? No, political agreement”
With 109 votes in favour, 77 against and 1 abstention the Senate has approved the constitutional bill for the transition to the Premiership model of government, with thedirect election of the Prime Minister. The text, a government initiative, has thus passed the first stage of a long parliamentary journey which includes three further readings. The measure now passes to the House.
“The reform of the premiership passes to the Senate. A first step forward to strengthen democracy, give stability to our institutions, put an end to palace games and give citizens back the right to choose who governs them”. Thus the Prime Minister Girogia Meloni on social media.
The debate in the Senate on the premiership
Premiership: Lisei (FdI), let’s not turn our backs on the citizens – “Italy has a stability problem that we have carried with us since the dawn of time and which has a cost. We have taken on the responsibility of solving it with a risky proposal, but we will never turn our backs on the citizens” for Don’t take a risk. Fratelli d’Italia senator Marco Lisei said this, underlining that the President of the Republic, with the Premiership being examined by the Senate, “will continue to maintain all the powers guaranteed to him today and will have a few fewer headaches” .
Boccia, incapable of governing Meloni, destroys the Constitution. We’re at ‘make or break’ – “Let’s look at the reality of the country. We have, ISTAT tells us, the worst demographic ice age in Europe. We are struggling on labor productivity. We are slowing down on industrial production. Eurispes always reminds us of the social malaise that our country is experiencing : 5.7 million Italians are in absolute poverty. In the face of all this, the Meloni government appears to be a bystander and when unions, businesses and associations ask for an account, the government lies or hides the truth. As it did with the Def. tax evasion, we are still waiting for a measure that can stem it.” This was said by the president of the senators of the Democratic Party, Francesco Boccia, speaking in the Chamber of Palazzo Madama in his declaration of vote on the bill for the premiership. “After all – he added – what to expect from a government that calls taxes ‘state protection money’ and that has launched nineteen amnesties, including the latest on construction which Vice President Salvini has even defined as a ‘liberal revolution’? And healthcare “There is the Schlein bill in the Chamber, it would be enough to approve it to give a signal on waiting lists, personnel and health services.” “And instead – he observed – what does Giorgia Meloni do? Incapable of addressing the country’s problems, she tries to change the Constitution, stating that constitutional reform is absolutely necessary. Indeed, she is unable to govern because institutional constraints prevent her from doing so. After 3 decrees a month in 20 months of Government? And who cares if Italy will be even more divided: direct election of the Prime Minister, so Parliament, President of the Republic and balance of powers will no longer be an obstacle Doesn’t exist in any other Western, democratic country? Doesn’t matter! “‘Either it makes it or it breaks it’. Meloni is gambling Italy like this, at the roulette of the constitutional casino. It must pass at all costs. In Parliament, by majority blows, silently, and by force of traps. Instead of governing the Italy, you are busy setting fire to dust, chasing and making enemies, railing “against” the left who opposes it, against the judges who investigate, against the students who demonstrate, against the intellectuals who object, against the journalists. who write”, concluded Boccia. Premiership, Romeo: exchange? No, it’s called a political agreement – “One of the strongest criticisms” coming from the opposition is that there has been “an exchange within the majority between the three institutional reforms”, namely the Premiership, autonomy and separation of careers, “I want to say, we want to say to my colleagues that it is not called an exchange but a political agreement between majority forces who have every right to do so, which indeed keeps the majority together and did so in the past”. The leader of the League in the Senate, Massimiliano Romeo, said this during the explanations of vote on the bill on the Premiership.
Premiership: Patuanelli (M5s), we vote against, with no to referendum the government will begin to decline – “We will vote convincingly against this reform”, the president of the senators of the Five Star Movement, Stefano Patuanelli, said in the Chamber in his explanation of vote on the Premiership bill. “Outside this Chamber, starting today with the streets, there is a country that wants to express itself on this issue” and with the referendum “I am convinced that it will reject this reform and it will be the beginning of your political decline”, he concluded.
Reforms: Gasparri, more people and less palace, from FI he is joyful – “More people and less palace, this is why we vote for this reform with joy and conviction. More people and less palace!”. The president of the Forza Italia Senators, Maurizio Gasparri, says this in the Chamber during the explanations of vote on the premiership.
Premiership: Gasparri (FI), chosen for democracy and no to intrigue – “Everything can be said except that this reform arrives hastily and by pressuring Parliament”. The president of the senators of Forza Italia, Maurizio Gasparri, said this in the Chamber of Palazzo Madama. “The choice is ‘between stability’ or the maneuvers of the Palace, between democracy entrusted to the citizens or intrigue”, he underlined.
Reforms: Borghi (IV), no to premiership, citizen-subject risk – “For us, discussing the direct election of the head of government is not heresy, we at Italia Viva had already explained it. We approached this discussion with the words that Giorgo Napolitano addressed to us still in our ears: the needs for renewal of the institutions have allowed calculations of convenience and tactics to prevail. In no field can we avoid the duty of the proposal. With this spirit we entered into this debate, free from prejudice, we presented our organic bill, we presented proposals and amendments. The final result is a disappointing product.” The president of the Senators of Italia Viva, Enrico Borghi, says this in his declaration of vote on the premiership. “The issues are still all on the table: the perfect bicameralism, the relationship between the state and the regions, the electoral law, the prime minister imprisoned by the web of the right of branch. A disorganized plan resulting from a climate light years away from the constituent spirit that should inspire the reform of our Constitutional Charter. We risk finding ourselves with a subject citizen. This is why we cannot participate in voting for this reform”, added Borghi.
Reforms: Calenda, no to the premiership, citizens are moving away – “We are firmly against the reform in terms of substance, method and the consequences it will produce”. This was said by the secretary of Action, Carlo Calenda, speaking in the Senate Chamber. “If the government goes badly, the prime minister is shielded. The inefficiency of politics is responded to by shielding the prime minister. The concern should arise that the electoral law that will be associated will be affected by imbalances. But you, colleagues, also know this on the merits of the majority, that this reform is botched. What matters is the method: always arriving at a head-on clash”, adds Calenda. “The point is to shift attention from the 120 thousand young people who leave Italy and to the millions of citizens below the poverty threshold. We will spend the next few months saying that on the one hand there is the drive towards tragic pasts and on the other, the traitors of the popular will. We will begin to saw off another piece of the branch on which we are sitting.
Pd, Avs and Action vote no, M5s considers leaving the Chamber and Iv chooses the abstention option
After what happened last May 29th, with the near fight in the Chamber, between the senator of Fdi, Roberto Menia and the pentastellate Marco Croatti, stopped one step away from the physical clash by the intervention of the police commissioners, including the elderly Gaetano Nastri, Menia’s party colleague, the tension in the chamber was never lacking, even without reaching what was seen in the Chamber for the ‘autonomy. The police commissioners remain alert, but the progress of the proceedings should not hide any surprises, also due to the deterrence that the live television scheduled for the entire session will have.
“The right on reforms is demonstrating an aggressive attitude – accuses Boccia – confirmed by what happened in the Chamber last week and by many statements from representatives of the government and the majority. This is why after the vote we will be in the streets with the other opposition forces against the reforms of Giorgia Meloni’s government. And if they don’t stop, we will work to collect signatures so that the Italian people can decide.”
Returning to the meeting in the Chamber, to the final vote on the Casellati bill, it is not excluded that the M5S senators might not participate in the vote (“vote for this rubbish yourself”, Alessandra Maiorino thundered last week after leaving the Chamber). But the final decision of the party led by Giuseppe Conte will be taken at the end of the group meeting, called for today.
As regards Italia Viva, the option of abstention or voting against is being evaluated, with the Renzians making it known that the party will not be on the streets. But no from Action: “We were in opposition for the entire duration of the discussion – recalls the senator Marco Lombardo at AdnKronos- . So we will vote against the reform of the premiership.”
Autonomy bill returns to the Chamber after tensions
On the Calderoli bill, the majority’s intention would be to try to close the first match as soon as possible. According to what Adnkronos writes, in fact, tomorrow a reversal of the order of business could be requested to start immediately with the examination of the bill on autonomy and not with the provision on trade unions and armed forces, as the agenda now envisages Montecitorio. For now it is only a hypothesis, which the majority group leaders are apparently reflecting on.
‘Large’ opposition in the streets, but without Renzi and Calenda
Simultaneously with the vote in the Senate, in Santi Apostoli, the unforgettable ‘scenery’ of the Ulivo’s victories, the center-left finds itself responding to the call of Pd, M5s, Avs and Più Europa. “The Meloni government is forcing its hand and trying to undermine the democratic foundations of our Constitution”, we read in the call for the event scheduled to start at 5.30pm. On stage the leaders of the promoting parties: Elly Schlein, Giuseppe Conte, Nicola Fratoianni, Angelo Bonelli, Riccardo Magi (with Benedetto Della Vedova). “It’s time to say enough. Enough with aggression and violence, enough with fascist symbols and references in Parliament, enough with the destruction of the country’s unity. We will not allow the right to trample on our Constitution. We ask everyone to participate tomorrow “, explains Bonelli with a clear reference to the ‘Donno case’ and last week’s brawl in the Chamber precisely on the occasion of the vote on autonomy.
However, the large field at Santi Apostoli will not be extra large. From Italia Viva, in fact, they have made it known that Matteo Renzi’s party will not be in the streets. Action is also absent: Carlo Calenda will be in the Senate to intervene against the premiership and Matteo Richetti will be in the Chamber against autonomy, this is the official position of the party. There is no opposition in the streets but in Parliament it is, in short, the position of Action.
