Government measure would be valid until there is an agreement on the veto of R$5.6 billion in commission amendments carried out by Lula
The Minister of Institutional Relations, Alexandre Padilhadenied this Monday (April 22, 2024) that the president's government Luiz Inácio Lula da Silva (PT) has blocked the transfer of committee amendments —those that are not mandatory and directed by the permanent committees of the Chamber of Deputies and the Senate—to Congress.
The government's measure would be valid until there is an agreement with Congress on the presidential veto of R$5.6 billion in commission amendments made by Lula when sanctioning the 2024 Budget.
Padilha stated, in an interview with CNN Brasil, that committees in the Senate and Chamber only began functioning in March. According to him, nominations from deputies and senators for distributing funds to the Ministry of Health began to arrive only last week.
He also announced that, until Thursday (April 17), the ministries had already committed R$3 billion to individual amendments for municipalities.
The commission amendments were established according to the criteria determined in the LDO (Budget Guidelines Law), which establishes the value corresponding to 0.9% of the government's net current revenue in 2022.
