The Lula government’s Interministerial Commission for Public Procurement approved this Thursday, the 12th, a resolution to apply a margin of preference in public procurement of solar panels and large-scale machinery used in civil construction, agricultural production and mining – known as yellow line equipment – which includes tractors, excavators and forklifts. The information was released by the Ministry of Management and Innovation (MGI), which presides over the body.
The ministry noted that the instrument allows the Public Administration to give preference to the acquisition of national products and services, via bidding, as long as the difference in relation to the cheapest foreign offer is not greater than 10%. The margin can reach up to 20% if the product is the result of national technological development and innovation. The same advantages can be granted to products made with recycled, recyclable or biodegradable materials.
In the last 12 months, the federal government has purchased around R$1.04 billion in yellow line machinery and R$246 million in photovoltaic systems. “The government is a major buyer of yellow line machinery in particular, but also of photovoltaic systems,” said MGI.
In addition to the ministry, the committee is made up of five other ministries – Science, Technology and Innovation; Development, Industry, Commerce and Services; Finance; Foreign Affairs; and Labor and Employment – in addition to the Civil House, the National Bank for Economic and Social Development (BNDES) and the Financing Agency for Studies and Projects (FINEP). The meeting held today was the second of the group, which met for the first time in May, when it approved a resolution of preference for the purchase of buses, subways and trains manufactured in Brazil.
