The Ombudsman of Bogotain his follow-up to the sports venues in the city, made important warnings for the safety of fans and football lovers, regarding situations that have been occurring mainly at the El Campin stadium.
Lightning rod system of El Campín Stadium
After several visits to the sports venue, the entity found that the lightning rod system “it does not have the necessary coverage to protect 100% of the sports scene, since it does not cover the pitch or all the stands”.
A report advanced by the Ombudsman indicates that due to the amount of public that comes to the stage, it was determined that “theThe western stand of the stadium can be classified as a high risk level due to the high concentration of people and according to the assessment of the level of risk”.
The report adds that “The protection system adopted since 2009 is insufficient, in addition, after thirteen (13) years it has not been substantially intervened to expand its capacity, only maintenance has been carried out,” it explained.or Julián Pinilla Malagón, Ombudsman of Bogotá who referred to the event that occurred on October 23, 2022 and reviewed the report that the IDRD presented on the 24th of the same month, in which it is found that no contractual or administrative action has been carried out to implement a protection system that protects the the entire stage, the stands and the maximum capacity of 45,000 spectators.
They add that the certification and inspection opinion RETIE- Technical Regulation of Electrical Installations guarantees that the installations and equipment used in the transmission of electrical energy in this case of the lightning rod system comply, among other things, with the protection and integrity of life and health of athletes, workers, passers-by, among other citizens who carry out their work temporarily in their facilities.
Before the game Santa Fe vs. Cali last October, there was panic among those attending the El Campín stadium, the product of lightning that struck the playing field and was recorded on video.
The position of the Ombudsman is forceful: “There has not been a real intervention maintaining a high risk for those attending the stadium, the usual thing is that to minimize said risk, activities are suspended when electrical storms occur, which is not a guarantee for the safety of those attending the different events that take place there turns out to be a decisive action to prevent possible catastrophic events”.
Deterioration in the infrastructure
In the control inspection of the stadium facilities, during the first half of 2022, the Ombudsman “proved the lack of maintenance in some spaces inside it. In the western grandstand, there are cracks and dampness, possibly associated with the lack of maintenance of rainwater drainage systems, damages that, although they do not compromise structural stability, can accelerate the process of deterioration of the sports scene”.
The entity is struck by what is happening in the northwestern tribune, called “family” and the western tribune, which have rows with approximately 115 seats.
“Seats with backs were provided, but with their installation the free movement area was reduced from 75 to only 30 centimeters between stands, a situation that goes against what is established in the technical standard NSR-10, which establishes that, between rows with more than 60 chairs, the distance must be 75 cm”.
For the control body, the short distance between rows makes it difficult for people to move to the nearest exit when an emergency occurs that requires quick evacuation, which can put the integrity of those who exit through these sectors at risk.
It must be remembered that this north tribune was enabled again for the Millionaires bar Blue commands.

In a technical table held at the Bogota Ombudsman, with the District Institute of Management and Risks and Climate Change -IDIGER– The officials of the Institute indicated that the District has not yet requested risk assessment visits to this sports venue to review the aforementioned risk.
Faced with this situation of possible risk, the Bogotá Ombudsman requested a technical visit from IDIGER to assess the real conditions in which the stadium is located and the measures that must be taken.
The entity adds that the investigation found that, although observatories have been created at the national and district levels, the information in Bogotá “is not updated, the current protocol for security and coexistence issues in the stadium has not been published, nor the minutes of the meeting of the different committees of the District Commission for Safety, Coexistence and Comfort in Bogotá Soccer, documents to which fans and the general public must have access”.
They add that “Multiple deficiencies have been alerted in the application of the Security and Coexistence Policy and the District Protocol for Security, Comfort and Coexistence in football for the stadiums of the country’s capital: El Campín and Metropolitano de Techo”.
About the Goals in Peace 2.0 programsays that it does not have enough resources to carry out processes to strengthen the social neighborhood, since in the different periods the assigned budgets range between 200 and 300 million pesos per year.
“While it is obvious to the Bogota Ombudsman that, at the district level, progress has been made in the implementation of the Ten-Year Football Plan 2014-2024, as well as in public policy elements of social barrismo such as Goals in Peace 2.0, there are still multiple challenges and demands framed in the law, to manage to transcend the spectacle of football from its most operational and security elements to elements that strengthen coexistence, mutual respect, dialogue and the social construction of a culture of peace”.
