The Federation Council is preparing a bill providing for the expansion of the list of illegal content on the Internet subject to pre-trial blocking. In particular, the ideas of childfree and radical feminism can be included in the list of prohibited ones. This was reported by one of the authors of the project, Senator Margarita Pavlova.
“We are working together with Roskomnadzor on a bill to expand the list of topics of destructive content to be blocked. Now the project is being coordinated in the department, ”she is quoted as saying. “RIA News”.
According to Pavlova, all new content is now appearing on the Internet, which does not yet fall under the definition of illegal, but which also poses a threat and is gaining strength.
In her opinion, under the guise of women’s rights, the murders of unborn children are imposed and promoted on the Internet, including at long gestational ages.
“Under the guise of protecting the violated rights of women, traditional family values and the role of women in the family are denigrated – the so-called radical feminism. Under the guise of freedom of choice, the refusal to create a family and have children is promoted – the so-called childfree. Under the guise of freedom and tolerance, unhealthy sexual relations and perverted forms of cohabitation are being promoted,” the senator said.
She added that under the guise of providing professional assistance, trainings are being held to normalize deviant forms of behavior and mental deviations.
Pavlova stressed that in this situation it is impossible not to notice the position of the parent community and special network monitoring centers.
The current legislation provides for extrajudicial blocking of sites with child pornography, information about the ways of using drugs and the illegal sale of alcohol, suicidal information, calls for riots, expressions of disrespect for society, the state and its symbols, inciting minors to illegal actions.
Earlier, on January 31, the head of the Human Rights Council (HRC) under the President, Valery Fadeev, speaking about the registry of toxic content on the Internet, noted that “some things are very difficult to categorize.” According to him, “if we are talking about suicides or shootings in schools, then it’s understandable, but if we are talking about radical feminism, then it’s not entirely clear.”
Prior to that, on January 29, Russian President Vladimir Putin signed a list of instructions following the meeting of the HRC. One of them was an instruction from the presidential administration to consider and, if necessary, support the initiative to create self-regulated toxic content on the Internet.
On September 30, 2021, Andrey Tsyganov, chairman of the department’s commission for the protection of children from destructive content, told Izvestia that the proposal to recognize LGBT people, radical feminism, and childfree ideology as extremist is not the position of Roskomnadzor. He explained that this idea is at the stage of expert discussion.
As stated in the report of the federal project “Sober Russia”, published in 2020, the decline in the birth rate in the Russian Federation is affected not only by the “demographic failure” of the 1990s, but also by the consequences of the use of psychoactive substances by the inhabitants of the country. According to the head of the project, the use of these substances, as well as alcohol and tobacco, “forms negative reproductive attitudes, leads to the postponement of births, the childfree subculture and the termination of pregnancy.”
