“In these difficult post-pandemic years, healthcare has once again become an important topic in the public debate and therefore in the political debate. Due to the role I play, I would like to tell you what was done in the 2023 and 2024 budget laws in terms of allocations: in absolute terms from 2023 by 2024 we have gone from 128 billion allocated for healthcare to 134 billion, a significant increase, and a further increase of 2.1 billion is also expected every two years”. Thus Marco Osnato, president of the VI Finance Commission of the Chamber, on the occasion of the event entitled ‘Prevention while travelling. #piùmovimentomenotrombosi’, organized by the Lombardy Region in collaboration with the Vincere la Trombosi association at the Marco Biagi room of Palazzo Lombardia in Milan.
“Then there is also the allocation relating to waiting lists, a burning issue on which the government has intervened with a decree – adds Osnato – We have also considered the qualification of healthcare personnel as much as possible. I am thinking for example of when, with the Bills decree, we have remedied a ten-year situation relating to the precariousness of researchers, and every single institute is taking steps to stabilize this staff which has remained precarious for several decades. We then did work on the elimination of the so-called tokens, which the Lombardy Region had already started to carry out”.
Osnato then explained that “there will be a body at the Ministry of Health for verification and control of healthcare and there is the involvement of all those, public and private, who can help reduce the waiting lists. Compared to the valorization and consideration of healthcare personnel, a substitute tax of 15% has been designed on the overtime of healthcare personnel who want to expand their availability to help reduce waiting lists”. All this “is to be added to the bill on health care guarantees – underlines the parliamentarian – already presented in the Council of Ministers on 4 June, which also deals with the provisions regarding home care and the possibility of providing for doctors specializing in Co.co.co. A series of opportunities that the government makes available, on a temporary basis, for better structural performance and management of healthcare resources in the various regions a much debated topic so we believe it is right to respond with certain data so that the debate is based on situations that are clear”, he concludes.
