Kommersant: For ex-head of Avtodor Kelbakh they asked for 14 years for damages of ₽ 2 billion
During the debate, the prosecution asked for 14 years in a general regime colony for the ex-head of the state company Avtodor, Sergei Kelbakh, in a criminal case of abuse of power during the construction of the Central Ring Road (CRR) in the Moscow region in 2014-2018.
The trial of 65-year-old Kelbach has been ongoing since May 2022 in the Tverskoy Court of Moscow. A case of abuse of official power resulting in grave consequences (Part 3 of Article 285 of the Criminal Code of the Russian Federation) was opened against him in March 2019.
For the three episodes charged against the defendant, the prosecutor requested almost the maximum sentence for him – 14 years of imprisonment out of a possible 15.

Initially, Kelbakh, who in 2019 had already been fired from the state-owned company at his own request, was suspected of embezzlement during the construction of the Central Ring Road. But already in 2021, when he was summoned for another interrogation and detained, he was charged with large-scale abuse of official powers during the construction of the first stage of the Central Ring Road.
According to investigators, in 2015, Kelbakh agreed to the illegal payment by Koltsevaya Magistral LLC of a bank guarantee fee of 3.9 million rubles, and in 2017, he unlawfully provided an additional advance to Crocus International JSC in the amount of two billion rubles.
Kelbakh is also accused of illegally paying Soyuzdorproekt OJSC 132 million rubles for the development of documentation for the Central Ring Road. The investigation established that these works were not provided for by the federal target program. The Investigative Committee believes that the accused acted for reasons of career growth and receiving bonuses.

Previously, Kelbakh’s lawyer stated that his client could not make decisions on construction alone; it was under the jurisdiction of the collegial management body of the state-owned company, and the money within the framework of controversial transactions was distributed after Kelbakh’s dismissal from Avtodor.

Sergey Kelbakh was appointed to the position of head of Avtodor in December 2011. In 2015, Dmitry Medvedev, then Russian Prime Minister, reprimanded him for “improper performance of official duties.”
She regularly criticized the state-owned company and the Accounts Chamber for inefficient use of money and slowness in work.
The Central Ring Road project was prepared back in the early 2000s. According to the plan, this highway should relieve Moscow of transit freight transport. The work was planned to be completed in 2014-2018, but the deadline was postponed due to the poor quality of the design and ineffective work of the customer. The ring highway was eventually introduced in stages, but under a new manager: the last section was launched in July 2021.
