Chile will begin to sanction Parents who do not pay child support thanks to a register of debtors that came into force this Friday and that has the objective of protecting the rights of children and adolescents.

The so-called National Registry of Alimony Debtors will punish any person who has been sued for not paying child support for three consecutive months or five discontinuous months.
What is sought is to help families, and women in particular, quickly receive the pensions they need.
Among the sanctions, there is the withholding of up to 50% of the credits requested by the debtor parents, the withholding of tax refunds or the impossibility of renewing driver’s licenses or passports.
“Fathers and mothers, everyone is jointly responsible for raising their children,” added the minister in statements to the media.

The courts will inform the debtor in case it enters the registry, and the parties in conflict will be able to consult the details of the case.
Former Chilean President Sebastián Piñera, whose second government (2018-2022) promoted the registration of debtors, assured on his Twitter account that “as of today, mothers and children are finally better protected” with “harsh, fair and necessary measures so that parents assume their responsibilities and pay child support”.
Parents who owe pensions in Chile are ironically called “papitos corazón” and among this group came to appear the ex-candidate for the presidency Franco Parisi, who achieved third place in the first electoral round in November of last year.

Parisi, 55, campaigned from the United States without setting foot in Chile, where a lawsuit from his ex-wife for alimony debt weighs against him.
In Chile, 49.3% of households are financially supported by their mothers. Before the regulations came into force, some 72,000 minors accumulated debts for the payment of their monthly maintenance. Official data shows that nine out of 10 debtors are men.
With the previous legislation, collecting unpaid pensions was “an ordeal,” says Leonor Etcheberry, an academic in family law. Without a registry, she adds, many debtors hid from justice with the help of their families or resorted to legal loopholes such as getting rid of their assets or putting them in the names of others.

No one asked parents either when they were looking for a job or asking for a bank loan if they were a child support debtor.

Registration in the registry will be electronic and ordered by a family court.
To get out of it, you will have to pay the debt or sign an agreement. To guarantee payment, the money may be used for the sale of a property or vehicle.
