The arrest of Colón Pico in January occurred in the midst of an investigation into an alleged kidnapping that occurred some time ago, but shortly after Salazar mentioned it in the alleged plan against him.
Colón Pico escaped in the midst of the tension that Ecuador was experiencing after a series of prison riots and the explosion of cars, the kidnapping of police officers, the retention of penitentiary officials in different prisons and, even, the incursion of armed hooded men into a canal television, which ended with 13 detainees.
These events, attributed to criminal gangs, occurred when the Noboa Government was preparing to advance its plan to regain control of Ecuadorian prisons, many of which were internally dominated by organized crime groups, and which are now under the control of the military.

Colón Pico then stressed that he had “nothing to do” with what he is accused of, and he “strongly” asked Noboa to put “his hand on his chest.”
