Putin changed the structure of the Russian Defense Ministry, appointing new deputies
There have been significant changes in the leadership of the Ministry of Defense. By decrees of President Vladimir Putin, four deputy ministers were dismissed from their posts, and the same number were appointed to their places.
In addition, Putin allowed the Minister of Defense to have 12 deputies (now the deputy head appear 11 deputies).
Among those removed from office is Shoigu’s long-time assistant
One by decree Putin dismissed First Deputy Defense Minister Ruslan Tsalikov, Deputy Ministers Nikolai Pankov, Tatyana Shevtsova and Pavel Popov from their posts. The latter was also dismissed from military service. They are leaving their posts today, June 17th.
War Department reportedthat Defense Minister Andrei Belousov held a meeting with all four, during which he “thanked them for their many years of responsible work and wished them success in their future activities.”
It is known that Ruslan Tsalikov worked with the former head of the Ministry of Defense Sergei Shoigu for more than 20 years, being his deputy in three different posts. From 2000 to 2012, Tsalikov, under the direct leadership of Shoigu, worked in the Russian Ministry of Emergency Situations, and in 2012 he became vice-governor of the Moscow region during the period when the region was headed by Shoigu. And later that year, Tsalikov became Shoigu’s deputy already in the Ministry of Defense (since 2015 – first deputy).
Tatiana Shevtsova occupied position of Deputy Minister of Defense since April 4, 2010. In her position, she oversaw the organization of financial support for the Russian Armed Forces. Pavel Popov has been Deputy Minister of Defense since November 7, 2013, overseeing the creation of the National Defense Management Center of the Russian Federation. Nikolai Pankov has held the position since September 2005. On March 30, 2009, he was discharged from military service and transferred to the category of federal civil servants while retaining the position of Deputy Minister of Defense of the Russian Federation.
The son of the former prime minister and the wife of the head of the Ministry of Energy became new deputy ministers.
In other decrees, Putin appointed new deputy heads of the Ministry of Defense. First Deputy Minister becomes Leonid Gornin, Deputy Minister – Oleg SavelyevPavel Fradkov and Anna Tsivileva.
Gornin was previously Deputy Minister of Finance of the Russian Federation. There he, in particular, supervised the departments of budget policy in the field of military and law enforcement services and state defense procurement, interbudgetary relations, budget policy in the field of public administration, the judicial system, and the state civil service.
From him biographies it follows that he began his career in his native Novosibirsk in local financial government agencies, reaching the post of regional finance minister, and then becoming deputy governor. Since 2012, he has been Deputy Minister of Finance of Russia.
In turn, Anna Tsivileva, who was previously the chairman of the Defenders of the Fatherland Foundation, is married to Sergei Tsivilev, the ex-governor of the Kemerovo region, who was appointed to the post of Minister of Energy of Russia in May.
Pavel Fradkov was previously the first deputy director of presidential affairs. It is known that he is the youngest son of Mikhail Fradkov, who was the Prime Minister of the Russian Federation and later the head of the Foreign Intelligence Service.
The appointment of Oleg Savelyev became known back in May; he also became the head of the ministry’s apparatus. Previously, he was Deputy Minister of Economic Development of Russia, and then Minister of Crimean Affairs. In September 2018, he was appointed chief of staff of the Accounts Chamber. In 2019, on the recommendation of the president, he became an auditor of the Accounts Chamber. In this position, Savelyev dealt with issues of auditing defense, national security and law enforcement.
The Ministry of Defense named the tasks of the new deputies
Department reported after the announcement of the reshuffle, that Pavel Fradkov’s responsibilities will include issues of property management, land resources, as well as the construction of facilities for the needs of the Ministry of Defense and the National Economy. “Pavel Fradkov has significant professional experience in these areas of activity, accumulated during his previous work at the Federal Property Management Agency and in the Presidential Administration,” the department claims.
Leonid Gornin will oversee the entire range of financial support issues for the Russian Armed Forces. Its main tasks are to increase the transparency of financial flows and ensure efficient spending of budget funds, the ministry indicated.
Anna Tsivileva will be responsible for organizing social and housing support for military personnel, transforming and bringing all related processes in the military department to a new qualitative level, “where the person is at the center,” as the Ministry of Defense emphasized.
Belousov was also allowed to have 12 deputies
One more by decree Vladimir Putin allowed the Ministry of Defense of the Russian Federation to have 12 deputy ministers, including two first deputy ministers, one secretary of state, one head of the Main Military-Political Directorate of the Armed Forces and one chief of staff of the Ministry of Defense of the Russian Federation.
