The president of Mexico, Andrés Manuel López Obrador, has reiterated that his Government is not willing to resume diplomatic relations with Ecuador, after the assault on the Mexican Embassy by Ecuadorian police to forcibly arrest former vice president Jorge Glas, and has described Daniel Noboa’s Administration as authoritarian, disrespectful and ignorant of international law. These measures consisted of providing protection to its diplomatic headquarters in Quito and the residence of its representatives, while the merits of the lawsuit are resolved. The president has insisted that Ecuador respect the asylum granted by Mexico to Jorge Glas, former vice president of Rafael Correa whom the Noboa Government accuses of embezzlement of funds. Ecuador considered that Glas’s asylum was improper because the former official had outstanding debts before the courts for corruption. Precisely, in its complaint before the ICJ, Mexico has argued that “States cannot invoke internal measures to breach international standards.”

The Ministry of Foreign Affairs of the Andean country has indicated that the Court “recognized the good faith of Ecuador” in allowing and giving guarantees of protection to the diplomatic house in Quito, the same one that was attacked on the night of April 5 by a team of elite police officers who scaled the wall of the Embassy to violently enter and capture former Vice President Glas. Since then, the former Correísta official has been held in the La Roca maximum security prison. A week after his capture, ordered by Noboa, a court of judges from the National Court of Justice of Ecuador ruled that Glas’ detention was arbitrary and illegal, but rejected the request of the former vice president’s defense to release him to return to the facilities of the Embassy or to another diplomatic house that would welcome him.
The judges decided to maintain the detention firm because Glas has two executory convictions that he was serving under pre-release status until before requesting refuge in Mexico in mid-December. The national Court did not make any resolution regarding the asylum granted to Glas by the Mexican Government, because it indicated that this case must be resolved directly with the diplomatic authorities of each country.
López Obrador has stated that he does not have “a lot of confidence” that the Noboa Government will comply with the guarantees offered to protect diplomatic facilities, but he trusted that the citizens of Ecuador will cooperate, regardless of the decisions of their president. “We do not have confidence in the government, but we do have confidence in the Ecuadorian people, because we are brother people. This is not a matter of differences with the people of Ecuador, this is a matter with an authoritarian government, ignorant of international law, disrespectful, which violated our sovereignty.
