Insurance companies propose payment of R$15,000 to families affected by rain; money would come from an increase in the electricity bill
The insurance sector works with the government to create a mandatory fund to cover residents of areas experiencing catastrophic events, such as heavy rains. The idea is that the measure will be instituted through a bill.
Conversations on the topic are held with the Minister of Regional Development, Waldez Góes. Currently, the proposition under analysis of the National Secretariat for Civil Protection and Defensewhich will be responsible for analyzing historical series and data on public calamity decrees.
The details of the procedure were detailed to the Power360 per Esteves Colnagodirector of Legislative Affairs at CNseg (National Confederation of General Insurance, Private Pension and Life, Supplementary Health and Capitalization Companies).
The proposal itself is well received by the government, says Colnago. However, there is reluctance regarding the perception of a possible increase in electricity bills.
UNDERSTAND THE PROPOSAL
The director detailed the proposal in a lecture at CNseg headquarters, in Rio de Janeiro, during the 2nd Insurance Workshop for Journalists this Friday (5.Apr.2024).
The money would be paid directly to families affected by the disasters and would come from an increase in the electricity bill. According to Colnago, the initial idea does not include the direct reconstruction of the municipalities' infrastructure.

- charge on electricity bill – from R$2 to R$3;
- payment in disasters – it would be R$15,000 per house, if there were no deaths. R$20,000 if there were any victims;
- payment method – preferably, via Pix;
- who will be the insurance company – the citizen will have a deadline to choose the company. If you do not provide any, a company will be determined;
- who is entitled to the money – everyone whose residence was identified by Civil Defense as affected by the call “water stain”.
CNseg declares that 5,568 municipalities should be affected by the project.
Esteves Colnago states that one of the inspirations for this possible mandatory insurance is the Dpvat (Personal Injury for Land Motor Vehicles), a fund that was once mandatory and used to compensate people affected by car accidents.
The Dpvat stopped being charged in 2021, by order of the government of the former president Jair Bolsonaro (PL). CNseg is in favor of resuming the contribution.
Catastrophe insurance would also be valid for people who do not live in regulated residences, such as the riverside population. It would only be invalid for people who were ordered to leave a certain location by Civil Defense because of the high probability of risk.
People who receive social benefits, such as Bolsa Família, would not need to pay the monthly contribution on their electricity bill.
The confederation already signaled in December 2023 that it was talking to the president of the Senate, Rodrigo Pacheco (PSD-MG), on the topic.
