Brazil and Russia signed a protocol for the mutual protection of classified information, according to the Brazilian and Russian foreign ministers, Carlos França and Sergey Lavrov, who met this Wednesday (16th) in Moscow for a political-military dialogue session. which also had the presence of the defense ministers of Brazil and Russia, General Walter Braga Neto and General Sergey Shoigu.

Brazil favors technology transfer opportunities in its international partnerships in this defense sector,” said the Brazilian foreign minister, who informed that the agreement was signed by the Minister of the Institutional Security Cabinet, General Augusto Heleno, and his Russian counterpart, General Nikolai. During the meeting, which took place during President Jair Bolsonaro’s visit to Russia, the four ministers discussed: parameters to implement a strategic partnership between Brazil and Russia in the field of research and development of common projects in the area of defense; themes of the international situation; and United Nations Security Council issues, where Brazil occupies a rotating seat in the 2022-2023 biennium.
In a press conference after the meeting, Lavrov said that Russia is in favor of expanding the composition of the Security Council to include developing countries and that it also supports Brazil’s intention to become a permanent member of the body that deliberates on issues concerning to international security.
France did not publicly comment on the crisis on the Russian-Ukrainian border, but Lavrov criticized the North Atlantic Treaty Organization’s (NATO)’s “uncontrolled expansion” to the east and said he had informed Brazilian ministers of Russian efforts to combat these activities. Lavrov also stated that the United States tries to impose its orders on other countries, to the detriment of international law, and with that it tries to “divide the world” between democratic and non-democratic countries.
In relation to Brazil, the Russian minister highlighted the arms non-proliferation agreements. “Brazil and Russia are in favor of ratifying the nuclear test ban agreement.”
