Deputy Bessarab: with the new law, 4 million Russians will be able to return part of their personal income tax
Several million Russians with children will be able to return overpaid personal income tax (NDFL) if the tax system is changed, said Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans Affairs. In a conversation with Lenta.ru, she explained the rules for refunds if the bill is adopted.
“Both parents, both father and mother, will receive a refund if the income per family member is below one and a half subsistence minimum in the corresponding region of the Russian Federation. The family includes a mother, father, minor children or a child who is studying full-time until the age of 23. At the same time, children who have created their own family, including before reaching the age of 23, while they are studying, are no longer members of the family. Also, grandparents are not family members,” the deputy said.
From 2025, the cost of living at the federal level will be 17,733 rubles, for the working population – 19,329 rubles, for children – 17,201 rubles. Depending on the region, the figure may vary.
According to various estimates, this will enable almost four million Russians to receive appropriate personal income tax payments.
“For 2025, working parents pay personal income tax to the state through their employer. In 2026, from May 1 to October 1, in any way, by submitting an application through State Services, through the MFC, you can personally go to the regional social fund for an appointment, you can receive the appropriate deductions,” the parliamentarian spoke about the procedure.
On June 17, the State Duma Committee on Budget and Taxes recommended the adoption of amendments to the Tax Code of the Russian Federation, which would introduce a progressive scale. The bill also implies that families with children with low incomes will be able to return 7 percent of their personal income tax. Thus, they will pay 6 instead of 13 percent taxes.
The document also assumes that citizens with an annual income of 2.4 million rubles will pay increased taxes. Russians with annual salaries of up to 5 million rubles were offered a rate of 15 percent, with incomes of up to 20 million – 18 percent, and up to 50 million – 20 percent. At the same time, salaries of 50 million and above are planned to be taxed at the highest rate – 22 percent.
