Former police officer claims in plea bargain that the idea was to use the land to make money by establishing a militia
Former military police officer Ronnie Lessa said in his statement to Federal police that the people hired to kill the councilor Marielle Franco (Psol-RJ) would receive lots in Rio worth R$100 million.
“It’s not an undertaking for you to get there, kill a person, make a little money. No. […] There was a lot of money involved. At the time, he spoke of R$100 million”, declared Lessa. Excerpts from the plea were shown this Sunday (May 26, 2024) on the program Fantasticfrom the TV Globo.
The former police officer claimed to have been hired by the federal deputy Chiquinho Brazão (União Brasil-RJ) and his brother, Domingos Brazão, who is an advisor to the TCE-RJ (Rio de Janeiro Court of Auditors) to murder Marielle. Both are arrested.
According to the statement, the killers would receive 2 subdivisions in the West Zone of Rio. Lessa stated that the objective was to establish a militia there and profit from clandestine products and services. There is also mention of possible electoral influence.
“So there would already be the exploitation of gatonet, the exploitation of cones, the exploitation of… anything else that the militia exploits. Gas sales. […] The valuable question there is what? It’s then, it’s the maintenance of the militia because the maintenance of the militia will bring votes”said the former police officer.
The motivation for carrying out a crime would be Marielle’s supposed interest in interrupting an expansion of the militia business, according to Lessa: “Marielle was placed like a stumbling block”.
O Fantastic he said that Lessa did not explain when the allotments would be delivered. According to the Federal Police, it was not possible to specifically specify the location or prove the alleged scheme to establish a militia.
“I wasn’t hired to kill Marielle like a hired assassin. No. I was called to a society.”declared Lessa.
The former police officer reported having met the Brazão brothers 3 times to plan the crime. He stated that Domingos was more active in the conversations. According to the former police officer, they had met on a dark street in Rio to carry out negotiations, but the PF did not prove the existence of meetings there.
“They went on 3 occasions. […] Domingos talks more and Chiquinho agrees. And the dark place. The place was even conducive to a meeting like this, let’s say secret, because the situation called for something like that”declared Lessa.
Regarding the weapon that was used to kill the councilwoman, the former police officer claimed to have used a machine gun. According to him, the equipment was provided by those who ordered the crime, who did not want to throw it away. He also declared that he knew how to shoot “relatively well”.
“A pistol would do the trick. I didn’t need more than that. And he came with a machine gun.”said Lessa.
The former police officer sometimes mentions Sergeant Edimilson Oliveira da Silva, known as Macalé, as an accomplice in the crime. He stated that he was responsible for delivering the weapon that killed Marielle.
Marielle and driver Anderson Gomes were killed on the night of March 14, 2018. The councilor had left a meeting at the institute Black Housein the center of Rio. The car in which the councilor was traveling was accompanied by criminals to the Estácio neighborhood, which connects with the north zone.
Read below the transcript of what Lessa said in the testimony videos shown by Fantastic on Sunday night (May 26):
“The people who kill. No problem. I accepted it straight away, without even knowing who it was. […] It’s not an undertaking for you to get there, kill a person, make a little money. No. […] There was a lot of money involved. At the time, he spoke of R$100 million, which really adds up. R$ 100 million, like, the profit from the 2 subdivisions. […] At At that time, like today, I don’t know how much the dollar is, but it’s more than US$20 million. We are not talking about little money. So that was an impact. No one is offered $10 million simply to kill someone. Something like that, really impactful.
“[…] We took over and, in fact, have already created a militia. […] So there would already be the exploitation of gatonet, the exploitation of cones, the exploitation of… anything else that the militia exploits. Gas sales. […] The valuable question there is what? Then, it is the maintenance of the militia because the maintenance of the militia will bring votes.
“[…] ANDsoActually, I wasn’t hired to kill Marielle as a hired assassin. No. I was called to a society. […] It was on 3 occasions, right? [os encontros] and they just… Domingos talks more and Chiquinho agrees. And the dark place. The place was even conducive to a meeting, let’s say secret, because the situation called for something like that. That would be much smarter than sitting in a steakhouse to discuss a topic like this. […] There the proposal was made. Marielle was placed like a stumbling block. […] She would have called some meetings, or a meeting, with several community leaders. If I’m not mistaken, the neighborhood of Vargem Grande or Vargem Pequena, for that area there in Jacarepaguá. And precisely to talk about this subject, so that there would be no joining new militia divisions. So that was what Domingos told us, quickly. That Marielle will get in the way and we will continue with that. To do this, she has to get out of the way.
“[…] Within this discussion, he made the following very clear: the crime could not come from the City Council. [Foi exigência] by Rivaldo Barbosa. Explicit requirement. […] Rivaldo said it couldn’t be any other way. He was very firm on that. He was blunt: ‘No, it’s not, and you can’t because Rivaldo doesn’t want to’. […] He was talking to Rivaldo all the time: ‘You can see that Rivaldo is already redirecting, turning the cannon to the other side’. That he would have to resolve this, this issue, anyway, because he had already been paid for it last year, the year before, and he was very clear with that: ‘No, he was already paid last year. He’s going to have to find a way.’ So the atmosphere there was already a little more tense, to the point even in the way of speaking.
“[…] Macalé said that he was contacted by them, that he went to talk to them and said that they were disgusted with life. They were incorporated because Rivaldo was leaving. Rivaldo turned his back. And Rivaldo claimed he could no longer hold back. He escaped his control and there was no longer any way to hold on, they really tried as hard as he could and he lost control.
“[…] In fact, when I asked for Marielle’s murder weapon, we already had our weapons, but I’m not going to rule out whether I can order another one, because it will be thrown away, in principle it’s disposable. I wouldn’t throw mine away. Hey, send one over, okay. The person who wants to kill someone has to have at least a pistol to offer you. […] I asked him [Macalé] to ask for a weapon, but not a revolver, at least a pistol. I mean, at the very least, a pistol would do the trick. He didn’t need more than that. And he came with a machine gun.
“[…] They butted heads. In the same way that they clashed with the issue of Rivaldo’s order, they clashed with the issue of returning the weapon. I said, ‘Fuck, what’s this crazy thing, man? That’s a shot in the foot, man. That’s a shot in the foot. How do you store a gun that was used in a crime? Drawing attention like that’. It’s one thing… But I wouldn’t be the one to change my story.
“[…] When we’re getting in the car, he reminds a group of people: ‘Hey, black guy, you have to return the thing there. Go get that thing back, man. The guy has to put it in place’. Then Macalé hits him again. Macalé turns around and says: ‘Hey, godfather, everything has to go in the trash, man. You have to throw this away’. He [a outra pessoa responde]: ‘Are you crazy, boy? Can’t, can’t, can’t. You have to go back to that place. Wow, there’s no way’.
“[…]A few days later, 2 or 3 days later, we went to Rio das [inaudível] in the morning. […] At a certain point, in 2017, if I’m not mistaken, he came up with a topic related to Marcelo Freixo. […] The guy has 20 security guards. There aren’t that many snipers in Rio de Janeiro. I may not even have the course [inaudível] as a sniper, but everyone knows that I shoot [inaudível] for many years and everyone knows that I shoot relatively well and would be able to make that shot. In the middle of 20 security guards, I don’t think I’m going to provoke anyone there, we’re provoking Marcelo Freixo. I got it out of his head. Then he accepted and didn’t charge any more. That was perhaps our first entry regarding crime.
“[…] This is actually a big gang. Both Chiquinho Brazão, Domingos Brazão, the militiamen who occupy the land, are part of a gang. […] The administrative part at the city hall, at the Union level, I have no influence on that. But they have. That part they solve. They are the politicians who are working on this. And I dont. But I’m the guy at the police station, I’m the guy at the battalion, I’m the guy who puts the finger in the face of the rude militiaman” .
