Floods in the State affected 3 times more municipalities compared to last year; 78 people died
The government of Rio Grande do Sul released this Sunday (May 5, 2024) a report on the damage caused by the heavy rains that have hit the state since April 28. The data presented in the document refers to those computed until 9 am this Sunday. Read the complete of the report (PDF –21 MB).
Since the publication of the document, the number of deaths, missing people, displaced people and affected municipalities has increased. Read below the updated data until 6pm on Sunday (May 5):
- Affected municipalities: 341
- People in shelters: 18,487
- Homeless: 115,844
- Affected: 844,673
- Injured: 175
- Missing: 105
- Confirmed deaths: 78
- Deaths under investigation: 4
According to the report, rain in the State affected a number of municipalities 3 times greater than that recorded in September last year, when Rio Grande do Sul also suffered from high volumes of water.
The document establishes 3 guidelines to project what should be done to rebuild the State. The report separates actions into acts of assistance, restoration and reconstruction. Read below the State government’s proposals that should be carried out in conjunction with the federal government:
Assistance:
- Extraordinary benefits for populations living in poverty and extreme poverty;
- Provision of shelters, halfway houses and social rent (food and sanitary conditions);
- Co-financing of municipal social assistance and other benefits; It is
- Health costs (psychosocial care, medications, oxygen, primary care, surveillance, etc.).
Reestablishment:
- Clearance of roads and construction of alternative accesses;
- Restoration of essential services (water, energy and communication);
- Cleaning of houses and establishments;
- Removal of rubble and disposal of solid urban waste (rubble) and animals;
- Dismantling of compromised buildings and structures.
Reconstruction:
- Reconstruction and recovery of highways, roads and bridges;
- Total or partial reconstruction of affected buildings and public equipment (schools, health, social assistance, prisons, etc.);
- Renovation and construction of housing units;
- Redevelopment of affected areas and new subdivisions (lighting, sanitation, paving);
- Support for business and local production (lines of credit, subsidized credit, extension of licenses, extension of tax payments, employment and income measures);
- Support for the reconstruction and reestablishment of agricultural production units (soil recovery, subsidized credit for inputs, seeds, etc.);
- Environmental measures to recover degraded ecosystems.
CHALLENGES
The government of Rio Grande do Sul also presented what the State’s main difficulties will be in raising funds and implementing the “Marshall Plan” for rebuilding the State.
The report informs that the State will have problems due to the negotiation to pay the debt with the Union (R$ 3.5 billion), the spending ceiling, expense limits, bureaucracy for contracting services and lack of technicians and personnel. Faced with this scenario, the state government made a series of requests to Planalto. Read below:
- Suspension of payment of the monthly debt installment for the period that the reconstruction lasts;
- Suspension of payment of debt financial charges;
- Authorization to reduce the financial flow necessary for the payment of court orders;
- Authorization to carry out credit operations for investments, with extension of the contracting period;
- Creation of a fund, along the lines of the constitutional funds of the North, Northeast and Central-West, with resources; of the Union, for full application in initiatives to be implemented with the private sector, especially micro, small and medium-sized entrepreneurs.
