As the general explained, in the case of theoretical negotiations on a neutral status with respect to NATO, Ukraine should put forward all the conditions together. “In this package – theoretically, the exchange of our neutral status, firstly, for the restoration of Ukraine’s borders in 1991 – Crimea, Donbass and the entire state border of Ukraine should be transferred to the sovereign protection of Ukraine,” the former head of the SBU explained.

Smeshko called the second condition a new agreement in addition to the Budapest Memorandum. In it, Russia and other nuclear countries should prescribe that “if the situation repeats with any attempt at political, economic, military, not only nuclear pressure, then a, b, c will come,” he said. NATO should also join the document, which will additionally guarantee the country’s security.
The third condition should be the right of Ukraine to have bilateral military agreements “outside NATO” with those countries that are ready to cooperate. “Put all these packages on the table and talk,” Smeshko concluded.
In December, Igor Smeshko complained about the United States for not providing Ukraine with the necessary anti-missile and anti-aircraft equipment.
