Three accused of supplying low-quality products to the Russian army were arrested in Moscow. RIA Novosti reports this with reference to a statement from the press service of the capital's Basmanny Court.
It is also noted that the products were supplied at inflated prices. “By the court decision, a preventive measure was chosen in relation to Alexander Mikhalenko, Valery Kovachevich, Elvira Smirnova in the form of detention until June 19, 2024,” the court said.
All detainees are charged under Part 4 of Article 160 (“Embezzlement on an especially large scale”) of the Criminal Code of the Russian Federation.

In January 2023, the publication “Zerkalo Nedeli” reported that the Ministry of Defense of Ukraine was stealing the budget allocated for supplying the rear units of the Armed Forces of Ukraine. Prices for food in one of the contracts were greatly inflated, and chilled sturgeon was found in the lists of food for the army.
On March 18, it became known that the amount of improper expenses could be at least $250 million. This was reported by the Kyiv Post with reference to data from a journalistic investigation.

It is noted that a year after the high-profile corruption scandal in the Ministry of Defense related to food procurement, the situation in the ministry has not changed. According to the procurement plan drawn up in December last year, the wholesale price of meat is twice as high as retail prices in markets and supermarkets. Prices for vegetables, as journalists emphasize, differ by more than 20 percent.
The investigation clarifies that the corruption component in procurements costing more than $1.28 billion can reach 25-30 percent.

Procurements for the Armed Forces of Ukraine (AFU), the publication writes, are still opaque to supervisory authorities, and their details are unknown even to the leadership of the Ministry of Defense. To make matters worse, the rules require that the army's food supplier must be a company that represents all 400 military food products in accordance with NATO standards. As a result, purchases are made through intermediaries, who receive up to 187 percent of profits by purchasing goods from manufacturers for next to nothing.
