The Islamist group Hamas presented this Thursday to Egypt a document with eleven points on which the Palestinian movement is not willing to negotiate. to reach a truce agreement with Israel in the Gaza Strip, Egyptian security sources informed EFE.
The document was delivered at a time when the mediators – Qatar, Egypt and the US – are redoubling their efforts to resume truce negotiations based on an Israeli proposal announced last Friday by the American president, Joe Biden, which Hamas considers to be unclear.

The third point insists that Hamas will not accept any humanitarian truce “but the end of the war against Gaza”while the fourth calls for a commitment that all people displaced by the conflict can return to their homes “unconditionally.”
Likewise, it also indicates that any agreement must include the entry of humanitarian aid without restrictions to the entire Strip since the first day of the truce, during which Israel will also not be able to “divide” the Palestinian enclave into “safe zones” to concentrate the population in specific areas.
The Islamist group points out that it has no preferences on how said exchange should be carried out, but it did ask for “international guarantees” for Israel to abide by the agreement.
Likewise, the document points out that liberated Palestinians must be able to remain in Palestine and that his release is an “essential part of the agreement” of the truce, so Hamas will not offer concessions in this regard.
Regarding the release of the hostages that Hamas and other factions have been holding captive in Gaza since October 7, the document states that the names of those who will be released will not be revealed until 48 hours before the implementation of the agreement.
Lists of names will also not be agreed upon in advance because “the counting process (of hostages) will take time,” as armed factions must locate an undetermined number of captives, living and dead.

Finally, Hamas presented a list with 160 Palestinian prisoners to be released in the first round of exchange, among whom are the prominent Palestinian leaders Marwan Barghouti, Abdullah al Barghouti, Ahmed Sadat, Ibrahim Hamed and Abbas al Sayed.

The US president indicated that the proposal, which he characterized as an Israeli initiative, contemplates three phases in which several exchanges of Israeli hostages for Palestinian prisoners would take place while troops gradually withdraw from the enclave and a reconstruction plan is put into motion.
