Member of the Human Rights Council Merkacheva: the hostage taking in the pre-trial detention center happened due to the conditions of detention
The defendants were able to take hostage the employees of Pre-trial Detention Center No. 1 in Rostov-on-Don because the conditions of detention were not too harsh, says human rights activist, member of the Russian Presidential Council for Human Rights Eva Merkacheva. In a conversation with Lenta.ru, she named the possible reason for what happened.
If we are looking for the reason for everything that happened, then they were initially in the policy of the management of the pre-trial detention center itself, which placed these people in cells, apparently without enhanced surveillance, without video cameras that could record that they had knives, phones, and so on
According to the human rights activist, stricter conditions of detention for criminals accused of terrorism could help prevent such developments.
“Initially, when the number of terrorist crimes began to grow in our country, the leadership of the Federal Penitentiary Service (FSIN) stated many times that these people who belong to banned organizations should be placed separately from the general mass so that they could not recruit anyone. Strengthened supervision, special control and video surveillance in each cell. If this were all there, it would be impossible to allow them to capture anything. The negligence initially began from the moment they were placed in a cell where they could use communications; they apparently received some kind of guidance from those who are the leaders of all these terrorist cells,” she said.
Eva Merkacheva believes that what happened was not the fault of the duty officers who became hostages. Now everything depends on how the negotiations with the criminals end, she concluded.
On the morning of June 16, in pre-trial detention center No. 1 of Rostov-on-Don, the accused took two employees of the penal system (penal system) hostage. According to Baza, six arrested people broke out the window bars in the cell and entered the duty room.
Later, the criminals recorded a video in which they said that they were part of the Islamic State. (IS, ISIS, terrorist organization banned in Russia). They demand to provide them with a car in which they can leave without hindrance. According to Baza, three of the six criminals are accused of terrorism. In December 2023 they were sentenced to long prison terms for preparing to blow up the building of the Supreme Court of Karachay-Cherkessia.
Now employees of the Federal Penitentiary Service, law enforcement agencies and the prosecutor’s office are on site, negotiating with the attackers.
