Senators of the Federation Council at a plenary session on Tuesday, October 4, unanimously approved the federal constitutional law on the admission of the Donetsk and Lugansk People’s Republics (DPR and LPR), as well as the Zaporozhye and Kherson regions to Russia. This follows from the translation on site upper house of parliament.
After the vote, the speaker of the upper house of parliament, Valentina Matviyenko, noted that the document would be sent to Russian President Vladimir Putin. According to her, a historic event happened.
As follows from the law, in particular, residents of the regions from the day they are admitted to Russia are recognized as Russian citizens. They have been given a month to apply for renunciation of Russian citizenship. Acquisition of citizenship is possible subject to the submission of an application and taking the oath of a citizen of the Russian Federation.
It is also noted that the borders of the DPR, LPR, Kherson and Zaporozhye regions, adjacent to the territory of other countries, are the state border of Russia;
In addition, from the date of the admission of four new regions to Russia and until January 1, 2026, a transitional period will operate.
Russia guarantees all peoples in the new regions the right to preserve their native language and create conditions for its study and development.
On October 3, the State Duma unanimously ratified the treaties on the admission of new regions to Russia, and also adopted draft federal constitutional laws on the entry of new territories.
The treaties on the accession of new regions to Russia for ratification, as well as the corresponding draft constitutional laws, were submitted to the State Duma on the eve of the head of state Vladimir Putin. They were signed on 30 September. The package of documents was also approved by the Constitutional Court.
On September 27, the results of the referendums on the issue of reunification with the Russian Federation became known. In the DNR this initiative was supported by 99.23%, in the LNR 98.42%, in the Zaporozhye region 93.11%, in the Kherson region 87.05%. On September 30, the Kremlin hosted a ceremony of signing agreements on the entry of these territories into the Russian Federation.
On February 24, Russia launched a special operation to protect the DPR and LPR. Kyiv has been conducting a military operation against the residents of Donbass, who refused to recognize the results of the coup d’état in Ukraine, since 2014.
