The Dubai Government Human Resources Department issued Resolution No. 1 of 2024 approving the grievances and complaints system in the military departments in Dubai. The decision aims to achieve a number of goals, including governing the procedures of the military department committees covered by the law, organizing the process of grievances and complaints before the relevant committee in terms of procedural and substantive rules, and linking it to the process followed before the Central Committee in accordance with the provisions of Decree No. (27) of 2018, in particular With regard to organizing the dates for submitting a grievance or complaint.
The decision also aims to raise the level of performance of the committees’ work and determine their indicators in alignment with government indicators and the Central Committee. Ensuring the achievement of justice, job happiness, and stability of employees’ job conditions, and preserving job rights established in accordance with current legislation. The objectives of the decision also include ensuring that the provisions of applicable legislation are properly implemented and that their prescribed limits are adhered to. Containing any complaint from an affiliate by providing an optimal environment in the department and reducing the need to resort to the Central Committee.
The provisions of the decision stipulate that the member is able to submit his grievance and complaint without any administrative obstruction to do so. Motivating the department to make immediate efforts in the event of disputes to resolve any problems or disputes to the satisfaction of all parties, settle members’ requests according to the department’s internal procedures, and ensure that the grievance or complaint is within the limits of professionalism and objectivity by respecting others regarding the content of the grievance or complaint.
In this regard, the Dubai Government Human Resources Department explained that issuing the grievances and complaints system in the military departments in Dubai falls within the framework of efforts aimed at enhancing job happiness, ensuring the stability of the job conditions of employees, and preserving job rights established in accordance with current legislation. The department indicated that this step contributes to improving the governance and smoothness of the grievance process and procedures, from submitting the request to issuing the final decision, enhancing the experience of members and raising the efficiency of administrative work.
It is noteworthy that the department recently launched the “Military Legal Inquiries Platform” to serve as a digital portal for military human resources legislation, and a platform that provides various services that include responding to legal inquiries related to military human resources legislation, and also makes it easier for specialists to communicate with each other and provide legal opinion objectively.
