The plenary session of the Regional Assembly approved this Wednesday to process the urban moratorium in the Mar Menor until the Plan for the Management of the Basin of the salt lagoon is developed, as requested by the Socialist Parliamentary Group.
The initiative has been able to go ahead because the deputies of the PP and Cs parliamentary groups have abstained from voting. Thus, the Plenary has approved the consideration of the bill to modify article 16 of the Law for the Recovery and Protection of the Mar Menor. The Board of the Chamber will agree on the opening of the term for proposals for legislative hearings and the remission of the text to the Commission for processing.
During the parliamentary debate, the socialist Manuel Sevilla recalled that the law for the recovery and protection of the Mar Menor, regulates in article 16 the temporary exclusion area for new urban developments that have not been approved before the entry into force of the rule.
However, the temporary exclusion area is linked to the final approval of the Land Management Plan for the Vertiente del Mar Menor Basin and in any case for a maximum period of three years from the entry into force of this law. “The temporary exclusion area for new urban developments that have not been approved before July 27, 2020, would expire on July 27 of this year,” he pointed out.
From the PSOE they maintain the need to maintain the urban moratorium until the Territorial Planning Plan is approved, since otherwise, they indicate, “we are going to give rise to a return to the times in which everything was worth, everything was developable and built or developed new land without planning».
According to his proposal, the moratorium would be extended until the final approval of the Land Management Plan. Thus, the temporary exclusion area would be for new urban developments that have not been approved before the date of entry into force of this law, except for expansions of consolidated urban land.
The only ones who have opposed the PSOE proposal have been the VOX deputies. Pascual Salvador considers that “they take it with urban development, which is a sector that complies with all current regulations. We are committed to the economic development of the area », he said.
For her part, the deputy of Podemos, María Marín, although she has supported the PSOE proposal, has indicated that an “indefinite urban moratorium is needed. The Mar Menor needs courageous and long-term solutions, not more patches. Today what we do is put a band-aid », she has indicated.
The deputy of Verdes Equo, Helena Vidal, has urged the Assembly to “give voice, represent and protect the Mar Menor”.
From the PP, Juan Antonio Mata, has warned the PSOE that “they know that their proposal will not be able to see the light in this legislature because there is not enough time.” The ‘popular’ has also taken advantage of his turn to defend the management of the Executive, which invests 100 million euros this year in the Mar Menor and has invested 300 million throughout the legislature in the salty lagoon.
Finally, the spokesman for the Ciudadanos Parliamentary Group, Francisco Álvarez, added that his abstention “distances us from the intention of hindering any action that serves for the complete recovery of the Mar Menor”.
