The governor of São Paulo, Tarcísio de Freitas (Republicans), authorized on Tuesday (June 11, 2024) the opening of a tender for the administrative concession of services in state schools. The contracts will be made using the public-private partnership model.
According to the decree published in Official State Gazette, 33 secondary and elementary 2 schools will participate in the auctions. The contracts will be valid for 25 years and at the end, all reversible assets will return to the public authorities. Here’s the complete of the decree (PDF – 432 kB).
Services that could be transferred to private companies include maintenance, cleaning, surveillance, concierge, food, gardening and “activities of daily living”. The latter is defined as “support for students who are unable to independently access school facilities”.
A Arsesp (Public Services Regulatory Agency of the State of São Paulo) will be responsible for monitoring the concession and supervising the services granted.
Schools in Paraná
On June 4, Alep (Legislative Assembly of Paraná) approved a PL (bill) that transfers the management of public schools from the State to companies, the School Partner Program. The text was filed by the governor Ratinho Jr. (PSD).
According to the program, companies must take care of administrative management and outsourced management, cleaning and security areas. In total, 200 schools in 110 cities will have the model implemented.
The Paraná program was approved after two schools participated in a pilot project in 2022: Colégio Estadual Aníbal Khury, in Curitiba, and Colégio Estadual Anita Canet, in São José dos Pinhais.
At the time, the State Education Secretary was Renato Feder. In 2023, he was invited by Tarcísio to take over the same secretariat in São Paulo.
