Single allowance, higher value for children and extended to more families
The government is ready to reform the ISEE calculation method. Making a revaluation of the property owned. Objective? Increase the value of the single allowance for dependent children and extend it to more families. Currently the number of applicants for the measure, in force since March 1st, has reached the quota of 5.2 million families, equal to 8.3 million children. According to the most recent estimate of the Inps Observatory, writes the Corriere.it website, the potential beneficiaries would be many more: 7.2 million families for 11.2 million dependent children and young people. To do better, therefore, the executive’s idea is to raise the amounts by modifying the requirements for access to the single check.
Often the possession of a house can be an obstacle to the implementation of the measure, although in many cases the purchase takes place through the taking out of a mortgage (and therefore a debt) or it is a family inheritance. The ISEE calculation had already undergone a profound reform in 2015, but once again its parameters do not prove reliable in highlighting the socio-economic situation of the country. Since the single allowance for dependent children is paid precisely on the basis of this, not all the population who would need it are able to benefit from it.
Not only for the single check, but also baby bonuses, nursery schools, citizenship income, mobile bonuses, discounts on the first home for young people under 36, rental bonuses, various energy bonuses and also the exemption from the Rai fee. And again the exemption from some health care expenses, discounts on university fees and school canteens. There are many social benefits allocated by the government whose disbursement passes precisely from the assessment of the economic situation of Italian families, which is measured by the ISEE by putting together all the assets
The most evident problems in terms of equity are found in the allocation of the measure to families for the maintenance of dependent children up to the age of 21. For an Isee of less than 15,000 euros, for a family with both working parents and three children under the age of 18 the amount of the single allowance can reach up to 700 euros per month: 175 for each child, an increase of 85 euros starting from the third child and another 30 because the parents have a job. For an Isee higher than 40 thousand euros (or even if it is not presented), however, the minimum amount which is equal to 50 euros per child. According to the INPS Observatory, families with 303,706 children belong to the latter category, to which are added 1,619,938 of those who have not presented the ISEE. While there are 3,856,309, 46% of the total, children protected in households with Isee less than 15 thousand euros.
According to experts, it would be necessary to review some parameters that contribute to the formation of family income to make ends meet. Uninhabited or inherited houses, for example, contribute to raising the Isee and therefore lowering the amount of the single allowance for children. Real estate assets account for 20% but only above 52 thousand euros (with the addition of 2,500 euros for each cohabiting child).
A further hypothesis is to intervene on the deductible, retouching it upwards. If we take, for example, a house owned (cadastral income of 1,000 euros) and 20,000 euros of financial assets, the single check is reduced as the assets exceeding the legal deductibles starting from 16,200 euros of family income, while without assets the reduction would start from 33,600 euros.
Any enlargement of the audience, however, must be properly assessed also in terms of coverage with resources. Again according to data from the Inps Observatory, the total expenditure to finance the single check between March and August was equal to 7.2 billion euros (about 1.2 per month), but for the whole of 2022 the hypothesis is to reach 15.12 billion, for the following years it will exceed 18 billion.
