Protesters protested this Sunday morning (9), on Ipanema beach, in the south of Rio de Janeiro, against the Proposed Amendment to the Constitution (PEC) 3/2022, known as PEC das Praias. The text, which has already been approved in two rounds in the Chamber of Deputies and is now under discussion in the Federal Senate, aims to modify the Federal Constitution, establishing new guidelines for the ownership and management of marine land, that is, those located in a range of 33 meters inland, from the high tide line.
With posters against the PEC, protesters shouted slogans such as “the beach belongs to the people”, collected signatures against the proposal and isolated a part of the Ipanema sand, with black and yellow tape, to simulate a “privatization” of the beach.
“This PEC for the privatization of beaches is truly a horror. There are thousands of square kilometers passed from Public Power to private power”, stated state deputy Carlos Minc (PSB-RJ), one of the organizers of the protest.
Minc, who was Minister of the Environment from 2008 to 2010, says that the proposal has negative environmental and social impacts.
“The seafront is a vulnerable area. The sea is rising. Ten days ago, 15 houses were demolished in Macaé. Still from an environmental point of view, [a proposta ameaça] restingas, mangroves. And they say that the PEC will not privatize the beach, but by privatizing the adjacent area [à praia] you restrict access, limiting one of the few things that is good, beautiful and cheap, enjoying the beach”.
A group of fishermen from Sepetiba, in the west zone of the city of Rio, also participated in the protest. “If this PEC really passes, it will harm us, because we need these areas to fish. If we don’t have access to the beach, where will we get our livelihood from,” said fisherman Cláudio Nei, 55 years old and who has been fishing since he was 12, worried.
