Public administration, interview with Minister Zangrillo
“Our objective is to simplify the relationship between the Public Administration with citizens, families and businesses”. He states it Paolo ZangrilloMinister of Public Administration, interviewed by the director Angelo Maria Perrino to the fifth edition of Made in Italy meeting organized by AEPI And Affaritaliani.it. “The topic of the correct relationship between PA and users is not only an Italian topic but one that Europe has been studying for some time. At the end of 2023, a group of administrative experts, ministers and officials drew up a document that describes the state of the art of PA in Europe. All this expresses in short the need to accelerate the process of administrative simplification which is an opportunity that across the continent can save 65 billion per year with the correct functioning of the PA”.
“The challenge – explains Zangrillo – is to work as a team. Working starting from people to organize operations correctly and performance depends precisely on the skills of the people working. Human capital is the main factor for improving processes. We are in a time of great opportunity. Today in almost all newspapers it is written that with artificial intelligence and digitalisation there is a risk of losing 218 thousand jobs. Unfortunately, too often we speak without having a correct idea of how things are.”

“Another important point is to improve the relationship with companies. And it is fundamental transform the relationship from preventive suspicion to trust and subsequent control. Within this year we will simplify 200 administrative procedures in terms of obligations between PA and companies. Of these 200 administrative procedures to be simplified, 180 have already reached the Council of Ministers. And we also brought a bill on environmental matters, another point achieved. We have intervened in many sectors by eliminating rules and obligations that made no sense but hindered entrepreneurial activity. In the Pnrr decree there are 45 simplifications only for the craft sector, eliminating other obligations. I’ll give you an example: to open an ice cream shop you need 79 obligations from 23 different bodies, a normal person changes their mind. We have also intervened in these cases to make the procedures simpler and faster.”
Then Minister Zangrillo touches on the topic of controls. “Companies are asking for simplification also because the same documents are often requested by different bodies with a waste of time for the company and little interest for the state. The bill on controls has already passed the examination of the Council of State and this week next time it goes to parliamentary commissions. The key point, as I said before, is to overturn the relationship between public and private, moving from the logic of preventive suspicion, the idea that companies are being clever, to subsequent control. Therefore protect the public interest without hindering the work of companies. Very important in this sense is the company’s electronic file in which the PA can find the documents that the company has already produced and the checks that have been carried out in such a way as not to replicate the same actions by other bodies. Then there is also the excusable error, that is, an error that does not penalize the public interest and therefore is not sanctioned.”
“The theme of digitalisation is then fundamental with the introduction of single window to avoid redundancies. An administrative simplification without a self-referential approach but which involves everyone. We have decided not to close ourselves in our offices to study how to improve the relationship between public administrations, citizens and businesses, but to involve users”. Then on the topic of the infamous ‘smart card-takers’, Zangrillo states: “They are an extreme minority, I am interested in the 3.2 million workers in the PA have a motivation to go to work every day”.
And finally i competitions. “It took an average of 780 days to get a response and a young person certainly can’t wait more than two years. We intervened and now in six months we have the results of the competition. Not only that, from January 1st 2024 with an app on your mobile phone you can consult all the PA notices in real time”. underlines Zangrillo.
