The conservative profile of the Legislature, poor articulation of the Planalto and lack of access to President Lula contribute to the setbacks
The president’s government Luiz Inácio Lula da Silva (PT) suffered 6 major defeats in Congress in 6 months of 2024.
In the last veto session of Congress, on May 28, the Chamber and Senate overturned the PT member’s veto to law which prohibited temporary “outings” for prisoners to visit family members. Congressmen also maintained a 2021 act from the former president Jair Bolsonaro (PL) that prevents criminalizing the dissemination of fake news.
Another defeat in the Legislature was the overturning of Lula’s veto on an opposition amendment in the LDO (Budget Guidelines Law) of 2024 that prevents the use of funds for actions that “promote abortion and gender transition”.
On May 21, the Chamber approved the PL (bill) 709 of 2023, which prevents illegal invaders of rural properties from receiving government benefits, such as Minha Casa, Minha Vida. Lula’s support base in Casa Baixa tried to postpone the vote by presenting requests, however, the requests were rejected.
On Wednesday (June 5), the president of Casa Baixa, Arthur Lira (PP-AL), created a working group to analyze the PL 2,630 from 2020, known as “PL of fake news”. The latest version of the proposal, reported by the government leader Orlando Silva (PC do B-SP), there was no consensus among the leaders and Lira decided to discard it.
Government leaders claim that the defeats are due to calls “custom guidelines” from the conservative wing of Congress, which is against issues such as abortion, gender transition and the rights of the LGBTQIA+ community.
However, the Power360 found that Congress’s main dissatisfaction is due to the Executive’s political articulation. The Legislature complains that the government changes its stance on issues that have been agreed upon, such as tax relief and taxation of “shopping purchases”.
Another issue is the difficulty in directly discussing issues of interest to the Planalto directly with Lula. Much of the unreachability is due to the first lady, Janja da Silva, who has a lot of influence in government negotiations.
The Minister of Institutional Relations, Alexandre Padilha, is the most marked. Lira now criticized publicly. On April 11, the deputy from Alagoas stated that he was “incompetent” It is “planted fake news” about Congress.
On the other hand, the most prestigious is still the Minister of Finance, Fernando Haddad. Congressmen assess that the head of the economic team performs the role of interlocutor in Congress on priority government issues, such as agreements on tax relief and regulation of tax reform, with reasonable success.
However, the MP (Provisional Measure) 1,227 of 2024which deals with tax compensation for payroll tax relief through changes in PIS/Cofins, caused dissatisfaction among congressmen and should sour the relationship.
