Nurses from the National Health Service and the Military Health Service together to promote the management of issues on planning, programming, analysis and study in the nursing field and increase the development of a civil-military synergy. This is the objective of a three-year memorandum of understanding signed by the president of the National Federation of Nursing Professions Orders (Fnopi), Barbara Mangiacavalli, and by the Inspector General of Military Health (Igesan), General Ca Cc Vito Ferrara.
For the implementation of the collaborative relationship envisaged by the protocol – we read in a note – Fnopi and Igesan undertake to: promote the updating of the professional competence of the staff of the nursing professions of the Armed Forces and Carabinieri, through the promotion of activities planning and support for specialist, advanced and continuous training, also with respect to continuing medical education obligations, in collaboration with universities and other accredited public and private institutional bodies; create a civil-military network to promote initiatives and collaborations in the nursing field; collaborate and develop scientific study and research activities, also for the development of investigation and evaluation tools for emerging critical issues in the nursing and military nursing fields or for professionals working in international peace, humanitarian and stabilization missions; provide for the possible involvement of highly qualified personnel from the Armed Forces and Carabinieri, in study and research activities promoted by Fnopi and the Military Health Service. But also: promote the dissemination of the initiatives carried out and the results of the research, through its institutional tools; encourage the establishment of a structured network to carry out joint training and study initiatives in the subjects covered by the memorandum of understanding. For the implementation of each project, the signing of an ad hoc agreement is required which defines in detail the activities, timing and implementation methods of the various initiatives.
Igesan, with the collaboration of Fnopi, will identify issues of particular interest that may be disclosed to Defense personnel according to methods agreed from time to time. These initiatives of a scientific-popular nature will be promoted by Fnopi and Igesan also at military facilities.
“Today we signed this collaboration agreement with Fnopi – states Gen. Ca Ferrara – which strengthens the collaboration between military healthcare which is aimed at increasingly recognizing the value of nursing professions and has the aim of promoting the exchange of knowledge, promotion of joint training and good practices. This synergy – he adds – will allow us to better face future health challenges, maximizing resources for the benefit of the health of the military and the community as a whole”.
The protocol, for Mangiacavalli, “represents the first important step for a fruitful collaboration with the military health system which will ensure the maximum guarantees of health protection at all levels for citizens. Certainly – underlines the Fnopi president – the evolution of the nursing profession aimed at territorial capillarity and home care, with greater specialization and a stronger level of responsibility of our professionals, represents an essential component of the synergy between the two levels of intervention. Fnopi, as underlined in the protocol – he concludes – will make available to the Military Health Service all the tools and skills in the field of continuous training to guarantee the appropriateness and effectiveness of nursing intervention, wherever it is carried out”.
