The Civil Police of Minas Gerais concluded that no one was responsible for the collapse of a rock that killed ten people in Lago de Furnas, in Capitólio, on January 8. In the inquiry, released yesterday, the tragedy is classified as a “natural event” and “no specific human action that caused the 900-ton rock to fall” was verified. The police asked for the investigation to be closed, as no one has been indicted.
Considering that there is a risk of new landslides in Capitólio, the technical team of the police prepared ten suggestions for the bodies and institutions responsible for licensing and inspection in the region. Among the suggestions are the mandatory use of life jackets throughout the dam, the use of helmets in the vicinity of the canyons and a ban on sightseeing after warnings from the Civil Defense.

Deputy Marcos Pimenta, responsible for the investigation, commented on the possible irregularities raised after the tragedy that could be linked to the collapse. “We investigated any irregularities that could lead to what happened, but these irregularities are not connected with the rock tipping over. If there were those responsible for the ten deaths, they would be duly punished,” said Pimenta.
An example is the allegedly irregular drilling of a well to capture water about 150 m from the collapse, in a private project. According to the delegate, the company that operates in the Capitólio region had asked the Minas Gerais Water Management Institute (Igam) for authorization to drill the well, 80 meters deep. However, the well was made by another company, with a different CNPJ, and with a depth of 288 m. “This would have to be communicated by the companies to Igam within the legal period of 30 days, and there was no such communication from the companies. But drilling the well did not contribute to the collapse”, concluded Pimenta.
Another abnormality detected in the investigations is the fact that only children and elderly people used life jackets and that the legislation allowed up to 40 boats in the canyons. For the police, a maximum of 18 vessels at a time in the area is recommended.
The expert and geologist of the Civil Police, Otávio Guerra, explained that the cause of the collapse of the stone is linked to the natural process of natural remodeling in the region. According to him, the movement of the water caused the erosion process to remove the mass that supported the block. “In this way, the displacement of the base occurred and the block moved. Both the cracking and the falling of the rock are natural events. There are dozens of other blocks in the region at risk. Therefore, it is urgently necessary to map the risk areas in the locality”, he said.
