Since last February, the municipality of Sopó, in Cundinamarca, became the first in the country to have an exclusive secretariat for science, technology and innovation (CTeI).
Before this, in Colombia, several cities and municipalities had already developed secretariats in charge of the information and communication technologies (ICT) sector, but this is the first to host this model, as indicated by John Jairo Serna, CTeI secretary of Sopó.

“This is the only one in the country focused on science, technology and innovation, in some municipalities such as Barrancabermeja, in Santander, secretariats have been implemented TIC, but in our case we seek a main focus on these three components ”, says Serna.
The project was born after several working groups with the community of the municipality, in which the creation of the Committee for Competitiveness, Science, Technology and Innovation (Comuc + CTeI) was established. This committee was made up of representatives of the private companies, universities in the sector, public and private schools, foundations, the Bogotá Chamber of Commerce –which has an impact on this municipality–, Prodensa and the Mayor’s Office of Sopó.

It was in this space that the creation of the secretariat was determined, with the aim of developing programs for the appropriation of the CTeI concept and the strengthening of the innovative ecosystem of Sopó, which has research, development and innovation centers (R + D + I) from companies such as Alpina and Corona, and with innovation laboratories from universities.

“We also seek to manage resources from the Science, Technology and Innovation Fund (FCTeI) of the General Royalties System, which is managed by the Ministry of Sciences, we are oriented to participate through different projects in the calls that are presented from the ministry , not only for the municipality, but for the Sabana Centro region, ”says Secretary Serna.
Among the most immediate tasks that the CTeI Secretariat has is to consolidate the municipality’s Center for Innovation and Productivity and the formulation of a public policy that allows the articulation of all the actors in the sector.

For the Mayor’s Office of Sopó, the existence of a science, technology and innovation secretariat allows a culture of generation and appropriation of knowledge and innovation to be created in local settings. scientific investigation and technological.
At the same time, projects can be formulated in these areas that access the country’s funds for the sector.

“Next year the methodology of the CTeI fund will change and now there will be a single national fund; For example, this year we had a quota of 20,000 million pesos for all of Cundinamarca, but for 2022 no quotas will be established by departments; so a municipality, if it has a team directly focused on structuring these projects, can aspire to reach greater resources ”, points out Serna.
