The need to insure each tour has been talked about for a long time, but the new measure, which provides for such directions, has its own pitfalls. Alexan Mkrtchyan, general director of the Pink Elephant travel agency network, said this in an interview with Izvestia on Monday, December 27.
Thus, Mkrtchyan commented on the information according to which Rostourism is preparing amendments to the legislation, which will allow the traveler in the event of the bankruptcy of the travel agency to receive the minimum guaranteed compensation. We are talking about a payment of 40 thousand rubles per person.
“In fact, we have been talking about this for a long time that we need to insure every tour. The last bankruptcies of tour operators, they have been going on for 10 years, and people get 4-5% of the total. Just as recently, just a few months ago, a Greek tour operator went bankrupt and people got 5% of everything there, ”Mkrtchyan said.
According to him, insurance companies do not want to insure every tour. In this regard, a new measure was developed, which is still a kind of half-measure. At the same time, such proposals, as noted by the general director of the Pink Elephant, have their pitfalls, since only 70-80% of the tours will be fully insured, and the rest – partially.
“What must be foreseen in this project, while it is still at the project stage: of course, the annual indexation of this amount, because we see how the cost of vouchers is growing, how the ruble is weakening every year. This is a copy of the deposit insurance agency, ”Mkrtchyan said.
The expert drew attention to the fact that in no case should this amount be fixed. He explained that in this case we should talk about the base rate, which in the future will be indexed annually. Then it makes sense, concluded Mkrtchyan.
“What’s the point. Previously, there were 400 thousand, then 700 thousand, now 1 million 400 thousand and will continue to be indexed. The same is true here – 40 thousand, then 50, then 60, then 80. In no case should this amount be fixed, here is 40 thousand rubles, ”the expert specified.
Earlier, in November, the general director of the Persona Grata legal agency, Georgy Mokhov, noted that tourists from bankrupt companies would be able to get back a significant part of their money if a guarantee fund system was launched in Russia. According to him, this proposal, in particular, is supported by the All-Russian Union of Insurers (ARIA).
