The petition “Arquiva, Lira” asks that the text that equates abortion with homicide not reach the plenary; Brazil had demonstrations in the largest cities
O undersigned launched by federal deputy Sâmia Bomfim (Psol-SP) asking that the president of the Chamber, Arthur Lira (PP-AL) file the PL “anti-abortion” has more than 100 thousand signatures in 1 day.
The proposal, titled “File, Lira”, was launched on Saturday (June 15, 2024) simultaneously with the demonstrations against the proposal that equates abortion committed after 22 weeks of pregnancy with the crime of homicide.
The text, proposed by the federal deputy and pastor Sóstenes Cavalcante (PL-RJ, was voted on as a matter of urgency in the plenary on June 12. This implies that the PL does not need to go through the thematic commissions of Casa Baixa and goes directly to voting on the merits.
The urgency was guided by President Arthur Lira and had a symbolic vote, that is, without counting or identifying the votes of the deputies present.
Since then, the proposal has been criticized in demonstrations in the country’s main cities and on social media, putting pressure on Lira to shelve the proposal. The president Luiz Inácio Lula da Silva (PT) also criticized the text and said that punishing raped women is “insanity”. Ministers also criticized the proposal.
“Child is not mother. Our indignation is taking over the streets and networks! In less than 24 hours we have already reached almost 100 thousand signatures demanding the filing of the Rapist’s Bill”, said the deputy on social media.
As of 8pm this Sunday (June 16), the online petition had 120,000 signatures.
PL “ANTIABORT”
The urgency of project he was approved in symbolic voting – when there is no identification or counting of the votes of the deputies. Without being announced, the quick vote took place in 23 seconds.
Currently, abortion can be done in the cases provided for by lawcharacterized by 3 situations:
- risk to the mother’s life;
- rape;
- and pregnancy with an anencephalic fetus.
However, in all 3 cases there is no gestational age limit for terminating the pregnancy.
The bill being processed in the Chamber of Deputies establishes that women are penalized with up to 20 years in prisonwhile, In cases of rape, the penalty is up to 10 years in prison in current legislation.
Furthermore, the text also establishes that, even if the pregnancy is the result of rape, termination will not be permitted if the fetus is considered “viable”, that is, capable of surviving outside the uterus.
According to data released by the Brazilian Yearbook of Public Security 2023, in 2022, Brazil had the highest number of records of rape and rape of vulnerable people in history, with 74,930 victims. After the negative repercussion, the author of the PL, said he will propose in the text an increase in 20 years for the crime of rape.
