Taxi licenses, everything stopped for 20 years. Lobbies and obstructionism to keep the rules from changing
In Italyamong the many problems, there is also that linked to Taxi and in particular at licenses. The rules they should have put in place more cars on the roadissued by the Minister of Transport Matteo Salvini and from that of Adolfo Enterprises Ursusdate back to August 2023. But still nothing is moving. By law – we read in Milena Gabanelli's Dataroom on Il Corriere della Sera – they are the Common to have the task of establishing how many licenses are needed and to release some new for a fee or free of charge. In Milan the last time the mayor managed to increase them It dates back to 2003, granting licenses without making the winning taxi drivers pay for them. Today the Lombard capital matters 4,855 licenses. The outstanding calls, i.e. those of citizens who call for a taxi but can't find one, they fluctuate around 500 thousand per month, with peaks of 40% of the total requests. TO Rome it does not happen since 2005, and the choice is always to release them free of charge. The Capital matters today 7,692 licenses. Last July there were unsuccessful calls 1.3 million, 44% of the total. In short, the law which regulates the matter, the 21 of 1992, is decisive little used, at least by the Municipalities.
Instead they use it – continues Il Corriere – i taxi drivers: who has one licensed for more than 5 yearsor has reached the age of 60, or due to illness, can indicate to the Municipality the person to whom it is transferred. In the event of death it can be transferred to one of the heirs, or to whomever indicated by them. In practice, the license holder decides who to sell it to and at what price: market values fluctuate between 150-200 thousand euros. Hence the desire to block any initiative of the Municipalities which, with the increase in licenses, could somehow depreciate those in circulation. Yet the laws are all there, but the usual problem remains. As soon as i Common – concludes Gabanelli's Dataroom on Il Corriere – they try to address the issue for taxi drivers it is in fact always a no, and they block the city. And they don't want to not even the competition of Uber &C.
