Which has been elevated to constitutional status at the initiative of the Government of Mexico since May 8, 2020, in compliance with international law on the matter, the National Development Plan 2019-2024, the Sectoral Welfare Program 2020-2024, as well such as the 2030 Agenda for Sustainable Development.
The Mexican State began this morning the support of the combined second and third periodic reports submitted by Mexico in 2018 before the Committee on the Rights of Persons with Disabilities (CRPD), which allows exposing the actions implemented by our country in compliance with the Convention on the Rights of Persons with Disabilities.

The Welfare Secretary, Ariadna Montiel Reyes said that today in Mexico, “we have had the exalted duty of bringing the means, elements and possibilities so that people with disabilities can develop in full freedom and according to their own decisions, listening with attention to their needs, their demands, their interests, desires and hopes”.
In a virtual link to Geneva, Switzerland, headquarters of the CRPD, Montiel Reyes reported on the budget effort since 2019 and up to the present, by the government headed by President Andrés Manuel López Obrador, which amounts to more than 227 billion pesosthat is, 10 thousand 850 million dollars to guarantee a basic income to the population living with disabilities, universally for people between 0 and 29 years of age and over 65 years of age, and for people between 30 and up to 64 years for those who live in indigenous or Afro-Mexican municipalities and localities and in municipalities or localities and who live in extreme poverty.
In this framework, he reiterated President López Obrador’s proposal before the permanent members of the UN Security Council, on November 9, 2021, to create a world plan for fraternity and well-being.
The goal, he said, is create a billion dollar fund that serves, among other purposes, to care for people with disabilities. In the Mexican case, the pension is delivered directly to the beneficiaries.
“We are determined to apply a different formula to banish corruption and allocate all the resources distributed to the well-being of the people under the criterion that, for the good of all, the poor first,” emphasized the head of Well-being during her message.
He announced that they are working institutionally with the governors of the 32 states so that, jointly with the Government of Mexico, they can solve the universal pension for people aged 30 to 64 universally in order to dignify their standards of living.
“We have taken measures and actions to comply with the obligations adopted by Mexico, in a reliable commitment to protect people and ensure their rights and well-being,” said Ariadna Montiel to the members of the UN CRPD.

The Mexican delegation is headed by the Secretary of Welfare, Ariadna Montiel Reyes, and public servants from the Secretaries of Foreign Affairs (SRE), Government (Segob), Economy (SE), Civil Service (SFP), Public Education (SEP) participate. , Labor and Social Welfare (STPS), and Health, among others; as well as the Supreme Court of Justice of the Nation (SCJN), and various autonomous bodies that help in the design, execution and monitoring of policies and actions in benefit of people with disabilities. The president of the National Human Rights Commission (CNDH), Rosario Piedra Ibarra, also attended.
