According to the associations and activists who have been guarding the gates of the Maggiolina Park in La Spezia for 13 days, where nine wild boars, two mothers and seven puppies are imprisoned, the animals will be killed on Monday morning. For this reason, they explain in a note, they launch an appeal for mobilization to prevent the killings. “The news, leaked from certain sources, seems to leave no room for institutional negotiations that the associations had entered into with the Municipality and the Region,” they say. “There is no more time to hope for a rethinking of the institutions. The ASL wants to collect the wild boars Monday morning at dawn, for this we need people here: we ask all those who have shown solidarity and have taken action for the liberation of the wild boars to rush to La Spezia immediately to act as a shield and oppose this injustice “. On the table of the institutions, for days now, there has been the official availability – presented by the associations – of the refuge of the ethologist Francesco De Giorgio, in the province of Imperia. Here it will be possible to carry out analyzes on animals for African swine fever (Psa); moreover the shelter, together with the associations, has given willingness to maintain and sterilize them.
The president of the Toti Region: “We are looking for a non-bloody solution”
«I read about appeals and mobilizations in view of a possible capture and killing of wild boars present in the Maggiolina park in La Spezia. Operation that according to the social networks would take place in the next few hours. Nothing could be more false, we avoid campaigns and exploitation that make the solution of this story more difficult ». The president of the Liguria Region writes this in a note where he explains, however, that “we must keep in mind the high risk linked to the spread of African swine fever, present in some areas of our region”. Before a slaughter, the Region therefore asks for an examination of the health of the wild boars. «In deciding the next actions we must obviously take into account the feelings of those who have mobilized – writes Toti -. But we must keep in mind the risk of swine fever ”which could cause“ unspeakable damage and thousands of unemployed in the Italian food industry ”.
Toti recalls that the National Environmental Agency Ispra and the Government Commissioner for the fight against swine fever impose «a ban on the transport of all ungulates and their killing, even outside the so-called” Red Zones “of contagion. Therefore also in the Province of Spezia ». The president announces that he has asked the Department of Agriculture of the Region and the Health Authority of the territory through the veterinary service, “to proceed first of all with an examination of the health condition of the wild boars” and explains that “any intervention in the park in the next few hours it will be exclusively aimed at ascertaining the health conditions of the animals, and in particular the existence or otherwise of the swine fever virus ».
“And we ask all those who are actively interested in all this to facilitate these operations in every way. Only at the outcome of the results will further decisions be taken that better protect the multiple interests of this affair ».
Oipa: “Send Pec but no one has ever answered”
The International Organization for the Protection of Animals (Oipa), present since the first day at the garrison for the salvation of the nine wild boars, welcomes the declaration of the president of the Liguria Region, Giovanni Toti, who assures that the animals are not about to be killed. At the same time, the association announces that it is still awaiting a response from President Toti and his councilor Alessandro Piana to the request, sent via Pec on August 16, to be heard on the matter.
For the salvation of the wild boars, Oipa contacted President Toti and the Wildlife Section of the Provincial Police of La Spezia with a letter sent on 10 August last and to Ispra with a request for access to the documents on 19 August to obtain the entire opinion in which he declares – as can be read from press sources – to be in favor of “the immediate capture of the specimens” and “their subsequent translocation exclusively to authorized facilities for slaughter”.
“Nobody responded to our requests, all sent via Pec”, declares Alessandro Piacenza, responsible for wildlife at Oipa. “We remind you that La Spezia is not in the red zone for the Psa: other provinces of Liguria are involved, even far away, so one of the two reasons indicated by Ispra is missing, at least from what we read in the advances of the opinion published by the press, which is no reason also because the refuge of the ethologist Francesco De Giorgi in Imperia has been available for many days to take care of the animals. Finally, we remind you that the law n. 17/92 Rules for the protection of homeothermic wildlife and for hunting in article 19 paragraph 2 establishes that “The Regions, for the best management of the livestock, for the protection of the soil, for health reasons, for biological selection , for the protection of the historical-artistic heritage, for the protection of zoo-agro-forestry and fish productions, they provide for the control of wild fauna species even in areas prohibited from hunting. This control, exercised selectively, is normally practiced through the use of ecological methods on the advice of the National Institute for Wildlife. If the Institute verifies the ineffectiveness of the aforementioned methods, the regions can authorize abatement plans. But this is not the case with the nine wild boars closed in the Maggiolina Park ».
Oipa returns to ask for an urgent meeting with the authorities who will decide on the life or death of wild boars, inviting them to reflect on the Lisbon Treaty which in article 13 recognizes animals as sentient beings and on the Italian Constitution which, in fundamental principles, ‘article 9 paragraph 3 expressly “protects the environment, biodiversity and ecosystems, also in the interest of future generations”.
Finally, Oipa reminds the mayor of La Spezia, Pierluigi Peracchini, with its own ordinance expressly prohibits the killing of wild boars and that the decision to kill them and above all the administrative act that will provide it could be considered “excessively discretionary” by the authorities administrative judicial that the association will consider to appeal.
