My question is: How can I guarantee my rights and the rights of my children while I am residing in the country, and he is threatening to leave the country if I file for divorce and refuse to pay expenses?

The state courts decide for the divorced woman and her children, the expenses in proportion to the living conditions in the Emirates, and according to the father’s income and financial situation, which may differ from one person to another. However, if the father leaves the country permanently and decides, for example, to reside in his country, he can request there to reduce the alimony ruled upon, according to the living conditions in his country, if his ex-wife follows him, requesting the implementation of the Emirati judgment, and then he cannot be obligated to pay the same amounts that he was paying in the Emirates and according to the judgments issued there.
