Federal employees from environmental agencies in 11 states decided this Friday (June 14, 2024) to declare a general strike from June 24th.
According to Ascema (National Association of Environmental Specialist Career Servers), to date, employees from:
- Acre;
- Holy Spirit;
- Goiás;
- For;
- Paraíba;
- Rio de Janeiro;
- Large northern river; It is
- Rio Grande do Sul.
The Federal District, Bahia and Santa Catarina also decided to stop, but from July 1st. The State of Ceará voted against the strike.
According to the association, new memberships can be communicated until the end of the day, when the deadline for holding assemblies in the States ends.
Employees had already signaled the possibility of strike since the end of last week, when the MGI (Ministry of Management and Innovation in the Public Service) ended salary negotiations, conducted with environmental employees since the end of 2023.
At the time, the organization said that “the government has reached the maximum limit, from a budgetary point of view, of what it can offer” to workers.
Workers are demanding salary increases and career restructuring, with a reduction in differences in salaries between secondary and higher education careers.
“Currently, environmental employees face significant discouragement due to the discrepancy between the responsibilities exercised and the remuneration received. While they perform regulatory, auditing, public policy management, licensing and inspection functions, they are not adequately compensated for these activities, resulting in enormous internal dissatisfaction”said Ascema.
“The salary comparison with other public service careers, such as PF (Federal Police) agents and agricultural inspectors, highlights this disparity, calling into question the recognition and appreciation of environmental professionals”he added, citing that employees aim to be equated with the A-N-A (National Water Agency).
According to the association, the mobilization of workers, which had already had an impact since January, by limiting the issuance of new licenses and focusing on the analysis and monitoring of already licensed projects, in various sectors, especially oil and gas.
Data collected by employees indicate that at least 2 gas pipelines and 10 requests for seismic research and well drilling have already been directly affected by the mobilization.
“Even before the employees approved the strike call, Petrobras had already estimated that the reduction in Ibama’s activities [Instituto Brasileiro do Meio Ambiente e dos Recursos Naturais Renováveis] could impact up to 2% of the company’s production in 2024, which would represent a drop of around 60,000 barrels per day in the average annual extraction”informed Ascema.
The association also stated that the strike could result in delays in the entry into operation of platforms scheduled for this year and next, as well as in the interconnection of around 30 new wells to production units scheduled for 2023.
“Currently, in the production area, there are 12 projects that depend on a prior license from Ibama, in addition to 3 that are awaiting license for installation. The Development of Cod Production, in the pre-salt of the Santos Basin, which is operated by Equinor and has planned investments of around US$8 billion, awaits an operating license”he said.
A Brazil Agency contacted the Ministry of Management and Innovation in the Public Service to find out the body’s position, but, to date, has not received a response.
