The Chamber approved on the night of this Wednesday, 22nd, a bill that exempts white goods and some furniture from Tax on Industrialized Products (IPI) for those affected by the floods in Rio Grande do Sul. The vote was symbolic and the text now goes to the Senate for analysis.
Authored by Rio Grande do Sul deputy Maria do Rosário (PT), second secretary of the Board of Directors of the Chamber, the text initially exempted from federal tax, in cases of extreme weather events, only white goods (which includes stoves, refrigerators, washing machines and six-packs). The rapporteur, deputy Lucas Redecker (PSDB-RS), however, includes chairs, sofas, tables and cabinets.
The criterion for using the benefit is to live in locations with a state of public calamity recognized by the Executive until the date of publication of the law, which should only include Rio Grande do Sul, which was devastated by floods in recent weeks.
The rapporteur also extended the incentive to individual microentrepreneurs (MEIs). In all cases, the exemption can only be used once by one member of each family affected by the floods.
“Exempting IPI on the purchase of white goods is an effective way of providing direct and immediate support to victims, helping to restore a sense of normality in their lives”, says the justification for the project, which was also signed by deputy Gleisi Hoffmann (PT-PR).
“By exempting the IPI, victims will have the opportunity to purchase these essential products, ensuring a safe and healthy environment for their families”, states another excerpt of the proposal.
This measure fits into the expenses for the reconstruction of RS that will be outside the limits of the fiscal framework and the primary result target through a legislative decree issued by President Luiz Inácio Lula da Silva and approved in Congress.
