The governments of Brazil and China reached an agreement this Thursday (23) to together try to find a political and peaceful solution to stop Russia’s war against Ukraine, which has already been in conflict for two years.
The pact was signed in Beijing by Celso Amorim, advisor to President Luiz Inácio Lula da Silva (PT) for international affairs, and Chinese Foreign Minister Wang Yi, and released by the country’s government through the Chinese Embassy in the United States United (see in full). The Brazilian government was approached by People’s Gazette and has not yet commented.
The signing of the agreement between the two countries comes days after Chinese President Xi Jinping met with Russian leader Vladimir Putin, also in Beijing. For Brazil, only China can influence any of its decisions, as it is its main trading partner.
According to the statement, “in-depth views on promoting a political solution to the crisis in Ukraine and de-escalation of the situation” were discussed.
Both sides call on all parties involved in the conflict to observe three principles: avoid expanding the battlefield, prevent the escalation of fighting and avoid provocations.
Brazil and China affirm the defense of dialogue and negotiation as the only viable solutions to the crisis. According to them, all parties must create conditions to resume direct dialogue and work towards a de-escalation that leads to a comprehensive ceasefire.
“China and Brazil support an international peace conference held at an appropriate time that is recognized by both Russia and Ukraine, with equal participation from all parties, as well as a fair discussion of all peace plans”, they point out in the agreement .
Humanitarian crisis and prisoner exchange
Humanitarian efforts are also emphasized by the pact, with a call to increase assistance and avoid a larger humanitarian crisis. Both countries condemned attacks on civilians and civilian installations, highlighting the need for protection for men, women, children and prisoners of war.
On another point, Beasil and China stated that they were in favor of exchanging prisoners of war between Ukraine and Russia.
China and Brazil also expressed opposition to the use of weapons of mass destruction, especially nuclear, chemical and biological, and defended efforts to prevent the proliferation of these weapons to avoid nuclear crises.
Furthermore, they also condemn attacks on nuclear power plants and other peaceful nuclear facilities, urging all parties to comply with international law and prevent nuclear accidents.
Less polarization
The pact signed between the two countries also opposes the division of the world into isolated political or economic blocs. This point directly affects the alliances between the United States and Europe and between China and Russia itself.
“The two sides call for efforts to strengthen international cooperation in energy, currency, finance, trade, food security and the security of critical infrastructure, including oil and gas pipelines, undersea optical cables, electricity and power facilities, and networks optical fiber, in order to protect the stability of global industrial and supply chains”, points out the statement.
Finally, China and Brazil invited the international community to “support and endorse these common understandings”, playing a constructive role in “reducing tensions and promoting peace talks”.
