Alberto González Amador, partner of the president of the Community of Madrid, Isabel Díaz Ayuso, has denounced the Madrid City Council, led by the also popular José Luis Martínez-Almeida, for the alleged leak of the construction file of the apartment in which he lives. with the conservative leader, according to municipal sources The debate and EL PAÍS has been able to confirm. The document, which has not been made public, has been registered with the Spanish Data Protection Agency (AEPD) with the argument that there was improper access to that documentation that supposedly reached the hands of politicians and journalists before the interested party himself could access it, according to The debate. For Más Madrid and the PSOE, the behavior of the Almeida Government has been the opposite: instead of providing them with the information to which they are entitled, they believe that it has been obstructionist.
The Madrid mayor acknowledged this Friday afternoon before journalists that there has been “improper access” and that he is going to investigate which person in his administration has leaked information. “He is a person who must have been authorized to access City Hall databases,” he added, during the presentation of the town’s Veranos leisure program.
Almeida intervened after the Madrid president, who defended her partner during a press conference early in the afternoon. “A citizen has the right to defend himself if an institution reveals personal data, before any administration,” she responded to questions from journalists after a government event. “You cannot be permanently defenseless. “These are data that have been leaked to Más Madrid and the PSOE,” she continued. “Like any citizen, you have to defend yourself, ask for protection from the institutions, which are there for that, not the opposite. The overreach is evident,” she continued. And she concluded: “In the case of the City Council, it does not seem like a political issue, but it does seem like an administrative one. There is some data from an individual that ends up in the hands of the opposition parties. Clearly we have to investigate and see if there has been a crime of lack of custody of personal data.”
The City Council shared with the PSOE and Más Madrid a copy of the Amador urban planning file as part of the councilors’ special right of access to public information, regulated in the Local Regime Bases Law. Both parties requested to see the construction file days after suspicions arose in March that Amador had carried out illegal work on an apartment in the wealthy district of Chamberí, where he resides with Ayuso. The businessman bought the home in July 2022, after committing two alleged crimes of tax fraud for which he is being judicially investigated. The two left-wing municipal opposition groups frequently request access to copies of urban planning files from any individual in Madrid. In this way they can verify that legality is complied with.
Ironically, before Amador’s complaint, these two parties had complained that the City Council had curtailed their right to information because the copy of the file they received contained censored data and was not paged. This is an extraordinary irregularity, according to two urban planning technicians who spoke with EL PAÍS. The PSOE reported this alleged censorship to the City Council’s Anti-Fraud Office.

Both the PSOE and Más Madrid have reacted with surprise to Amador’s complaint because they have been denouncing for months that Almeida has given favored treatment to the president’s partner. Más Madrid sources believe that the president is throwing a “smokescreen” while she confronts the mayor. “It seems that Ayuso wants to send a message to Almeida through the Spanish Data Protection Agency, because he does not like that the law is the same for everyone,” say sources from Rita Maestre’s group.
The PSOE remembers that Amador’s information is no different from what they request in any other case. ”We continually receive complete files with private information from people from all over Madrid,” say socialist municipal sources. “Obviously, this is not made public due to the duty of secrecy, but this is necessary so that we can do our opposition task if we observe irregularities.”
Inspection
Parallel to these requests for information, the City Council has had to respond to a complaint from Más Madrid on March 20 for alleged urban planning violations in Amador. This complaint motivated the visit on May 20 of an inspector, a technical architect from the Chamberí district, who confirmed that Amador continued the work despite the fact that there was no permit in the municipal urban planning bases. EL PAÍS had reported this news a month and a half earlier.
The inspector’s report speaks of the works “in a single property”, which ruled out the connection between this floor and the attic immediately above, acquired last year by the Ayuso couple’s lawyer. A week after this visit, the coordinator of the Chamberí district signed a document with the order to “legalize” the works. The City Council thus called on González Amador to obtain the license in two months. Otherwise, or if this is denied, demolition may proceed at the expense of the interested party. Furthermore, Amador was warned that this did not prevent the imposition of a penalty provided for in the Land Law, where carrying out works without licenses is punishable with amounts of between 600 and 30,000 euros.
Amador has been denounced by the Treasury and the Prosecutor’s Office for the commission of two alleged crimes of tax fraud and one of falsification of a commercial document. While this case is being settled in court, the commission agent, who multiplied his company’s profits during the pandemic, has filed a complaint against the Prosecutor’s Office for the dissemination of a press release that denied the distorted information that Díaz Ayuso’s team was spreading. on the public ministry after the opening of the procedure. This legal decision is now joined by the complaint for the alleged leak of the file of the works on his apartment.
