The rapporteur, deputy Jack Rocha, from PT, responds to a request from the defense of the deputy, accused of being one of the masterminds behind the death of Marielle Franco
The deputy Jack Rocha (PT-ES) included the mayor of Rio, Eduardo Paes (PSD), as a witness for the Ethics Council of the Chamber of Deputies in the process that analyzes the impeachment of the federal deputy Chiquinho Brazão (no party-RJ), accused of being one of those who ordered the murder of the councilor Marielle Franco (Psol-RJ).
By including Paes, Rocha responded to a request from Brazão’s defense. The deputy is a former municipal secretary of Community Action during the Paes administration.
The list of people who will be heard in the process is included in the rapporteur’s work plan at the Ethics Council. In total, there will be 14 people. Of these, 6 were defined by the rapporteur, while 8 were requested by Chiquinho Brazão. Here’s the complete of the work plan (PDF – 74 kB).

WHO IS CHIQUINHO BRAZÃO
Councilor Marielle Franco and driver Anderson Gomes were killed on the night of March 14, 2018.
Investigations indicate former military police officer Ronnie Lessa as the author of the shooting. He allegedly fired 13 times towards the vehicle.
Arrested, Lessa was the author of the plea bargain that accused the brothers Chiquinho and Domingos Brazão of being the ones behind the councilor’s murder. The 2 were arrested on March 24th.
Chiquinho was a councilor at the Rio City Council for the MDB for 12 years. In 2018, he was elected federal deputy for Avante. And he was re-elected in 2022 by União Brasil.
In 2023, Chiquinho took over the Municipal Secretariat for Community Action, under Paes’ management. However, in February 2024, he left the position, upon request. At the time, the media began reporting that Ronnie Lessa was negotiating a plea bargain.
After the disclosure of Lessa’s accusation was authorized by minister Alexandre de Moraes, of the STF (Supreme Federal Court), and the arrest of the Brazão brothers, União Brasil expelled Chiquinho from the party.
As he is an elected congressman, the deputy’s arrest should be endorsed by the Chamber. On April 10, by 277 to 129, the Lower House approved the deputy’s arrest. On the same date, the Ethics Council initiated proceedings to revoke the warrant against Brazão.
