War analysts have defined Vladimir Putin’s alleged interest in peace negotiations is just an empty attempt to “seduce” the West.
According to the Institute for the Study of War (ISW), his «absurd ultimatums»including Ukraine giving up nearly 20% of its territory and abandoning NATO ambitions, they were part of a campaign to sabotage the Swiss peace conference.

EU President Von der Leyen says Putin is not serious about peace
The Swiss summit has brought peace to Ukraine, but true peace will not be achieved in one step and the path forward will require patience and determination, European Commission head Ursula von der Leyen said on Sunday. “We know that peace in Ukraine will not be achieved in one step, but will be a journey,” she said after the talks. “It was not a peace negotiation because Russian President Vladimir Putin is not serious about putting an end to the war, he insists on capitulation, he insists on the cession of Ukrainian territory, even that which is not occupied today.”

Some countries do not sign the Peace Summit communiqué
Signing the final communiqué of the Peace Summit requires certain procedures in some countries, while in others – representatives must first consult with their leaders.
Deputy head of the Presidential Office Ihor Zhovkva said this on Ukrainian television, according to a Ukrinform correspondent. “Each country has different reasons (for not signing the statement – ed.). In some countries procedures are necessary – in one country even the approval of Parliament is necessary. Some countries have representatives of such a level that they cannot make such decisions” , Zhovkva explained. The Deputy Head of the Office of the President also noted that participants in the Peace Summit should develop roadmaps and action plans for the implementation of various points of the Peace Formula. “The expression ‘negotiations with Russia’ was not used (at the Peace Summit – ed.). Some participants said that Russia should have been present at the summit,” the official said. Zhovkva stressed that Russia’s participation in the next Peace Summit is possible only if it stops violating the UN Charter and does not use the language of ultimatums. As reported, in a joint statement published by the Office of the President, the participants of the Peace Summit stressed that the use of nuclear weapons in Ukraine is unacceptable, the use of food security as a weapon is unacceptable, and stated that all prisoners of war are to be released through a full exchange. The document was signed by 80 countries and 4 organizations. The statement remains open for membership.
