The City of São Paulo signed, on Friday, the 14th, the decree regulating the onerous grant, a financial contribution paid to the municipality by companies interested in constructing buildings above the basic construction limits defined by the master plan.
The measure was expected by construction companies and developers in the city of São Paulo, who feared a bottleneck in the launch of upcoming real estate projects. The licensing process had been halted in recent months until the standards update was completed.
The executive president of the Housing Union (Secovi-SP), Ely Werthein, stated that the conclusion of the decree eliminated the risk of bottlenecks. “The matter is over. We are not going to run the risk of damming,” he said, in conversation with the Broadcast.
In a note, the Municipal Department of Urban Planning and Licensing reported that the regulation was necessary because there were changes in the way the onerous grant calculation was applied after the review of the Master Plan and the Zoning Law, both occurring in 2023 and 2024, respectively.
The calculation of the grant is carried out based on formulas defined in the regulations based on the land area, built area and value per square meter. The resources collected from the onerous grant are destined for the Urban Development Fund (Fundurb) and are used to implement social housing and mobility qualification programs.
