The tension that flies over the negotiations between the Government and the PP for the renewal of the General Council of the Judiciary (CGPJ), whose mandate has expired for more than three years, has been transferred to the interior of the conservative party. The current leadership of the party, chaired by Alberto Núñez Feijóo, insists that the previous executive, Pablo Casado, did not deliver the document signed by the then Secretary General, Teodoro García Egea, and the Minister of the Presidency, Félix Bolaños, in October of last year. With that agreement, the PP and the Government undertook to reform the Law of the Judiciary to facilitate the renewal of the Constitutional Court, but the current PP distances itself from said pact. “That document was not given to us in the transfer of powers from one direction to another; therefore, it did not exist for us”, said the general coordinator of the party, Elías Bendodo, this Monday during the press conference after the Management Committee. “It never happened,” he stressed.
Bendodo has pointed out that Núñez Feijóo has learned of the existence of the document “through the media”, despite the fact that the deputy general secretary of the party, Esteban González Pons, admitted last Wednesday that Bolaños had shown him the signed paper in one of his meetings.
The Deputy Secretary of Communication during the mandate of Pablo Casado, Pablo Montesinos, has also contradicted Bendodo this morning. “What has been transmitted to me is that, in that transfer of portfolios in which I participated, the information was given to the current leadership of the party,” Montesinos said in The sixthalthough he has avoided commenting specifically on whether the parliamentary spokeswoman, Cuca Gamarra, who has remained in her post after the change of leaders, was aware of the document.
The continuity of Gamarra at the head of the spokesperson in Congress is one of the reasons used by the Government to discredit the version of the current executive of the PP – that is, that the new team did not know everything that the previous one knew – that they consider unlikely. “Feijóo is being exposed. If the blockade is maintained, the CGPJ will complete four years with its expired mandate in December. To prevent this blockade from also affecting the renewal of the Constitutional Court, the PSOE announced last June -now it has been known that after agreeing with the PP months before, although it did not say so at the time- a bill to return to the General Council of the Judicial Power the ability to appoint, while in office, the two Constitutional magistrates that correspond to it. The power to make the rest of the appointments would, however, continue to be suspended by another legal reform that the Government itself approved in 2021.
Energy saving decree
The Socialists also maintain all the pressure on the PP to facilitate the validation of the decree of measures for energy saving in the extraordinary plenary session this Thursday. The recognition of the president of the European Commission, the conservative Ursula von der Leyen, to the measures promoted by the Executive ―among them, the limitation of air conditioning in commercial premises to 27º and the turning off of shop windows after 10:00 p.m.― contrasts with criticism from Feijóo’s party. “We ask the PP to behave as a serious and responsible party, and hopefully take on board Von der Leyen’s words. She is a leader of the European People’s Party who has called for the unity and solidarity that Spain is going to show off”, Alegría stated.
Elías Bendodo has maintained, however, a certain ambiguity. The general coordinator of the PP has said that the Council of Ministers this Tuesday, prior to the vote in Congress, is a “magnificent opportunity” to correct the decree law, strip it of “frivolities” and incorporate proposals from the popular as aid to the transportation. “If the Government withdraws all the frivolous measures, if it opts for protection and the help of road transport, we will vote in favor; but if not, we will vote against it”, he stated.
The Executive does not contemplate modifying the decree, in force since August 10, in the face of requests from the PP or Citizens that it be processed as a bill in order to incorporate proposals that have not been specified. “The decree law is what it is. There are no modifications ”, settled at the beginning of the month the third vice president and minister of Ecological Transition, Teresa Ribera, who already then made it clear that the Executive did not intend to withdraw the energy saving decree or change it.
