The Civil Guard assures, in a recent report in which it analyzes the content of the emails of several of those involved in the Koldo case and from senior officials of the Ministry of Transportation, that the former socialist head of this portfolio José Luis Ábalos had “knowledge” about the company Soluciones de Gestión, epicenter of the alleged corruption plot, and the mask purchase contracts now under suspicion. The police document, dated this Tuesday and to which EL PAÍS has had access, details that his advisor, Koldo García, sent him information both to the email address of his secretariat in the department, and to an individual in the department. then minister.
As detailed in the document, to the first address, Koldo García sent the offers he had received from at least seven suppliers of medical supplies at the worst moment of the pandemic and when masks and other protective material were in short supply. The second, the information that those responsible for Management Solutions had sent to him in April 2020 to counteract the news that had begun to be published about the company, casting doubt on its solvency. The Civil Guard report therefore concludes that Ábalos was informed of the “details” about the company and, therefore, the then minister knew both its existence and that of the contracts awarded. Asked about this, Ábalos admitted that he was aware of his department’s contracts with Management Solutions once they were awarded, already in April 2020, Europa Press reports.
However, in the content of these messages there is no evidence that the alleged payment of illegal commissions, the main object of the investigation by the National Court, was discussed at any time. According to the police document, Koldo García “had a direct participation in the management of the contracts” under suspicion and, in fact, became “the reference person” within the Ministry of Transportation to which the directors of Soluciones alluded. of Management when they came into contact with those responsible for public companies linked to the department of Ábalos, such as Adif or Puertos del Estado. The UCO report also details the alleged role played by four senior officials of the ministry and its public companies Adif and Puertos del Estado in the contracts under suspicion. Thus, it stands out that the undersecretary of the ministry Jesús Manuel Gómez García – who currently holds the same position with Óscar Puente as minister – lied to the agents when they questioned him as a witness on February 21. The Civil Guard highlights that although the documentation analyzed reveals that Gómez García “assumed a key role” for Adif and Puertos del Estado to hire the company in the plot, in that statement he assured that he did not participate “directly or indirectly.” in the awards. “This statement has been revealed to be far from reality after observing the emails,” emphasizes the UCO. In fact, the agents consider that he played the role of “transmission belt between the sphere close to the minister [Ábalos] and the awarding entities.” Government sources stated that there is no concern about the role of the undersecretary because he was not involved in the award process.
The report also highlights the role played by Javier Sánchez Fuentefría, then Director of Organization of the Ministry of Transport and who reported precisely to Gómez García. According to the Civil Guard, the emails indicate that Sánchez Fuentefría – who is currently general director of Budgets of the Ministry of Finance – was supposedly the one who transferred two directors of State Ports (its general secretary, Álvaro Sánchez Manzanares) and Adif (the general director of People Management, Michaux Miranda) bids for the supply of masks from Management Solutions.
Regarding the first of them, Sánchez Manzanares, the report highlights that he received instructions from Koldo García and that he had a “relevant” role in hiring the company involved in the plot. The agents add that this senior official at State Ports had direct contact with Aldama, one of the businessmen who supposedly ran Management Solutions from the shadows. Regarding Miranda, who continues to hold the same position in Adif as he did then, the Civil Guard emphasizes his direct connection with Koldo García and that he was, according to other positions in the companies that gave statements as witnesses, the manager who was in charge of “managing” the award for the purchase of the masks.
