The work of regional politicians will officially begin on Tuesday. There will be enough hurry to create a new system, writes Lari Malmberg, the forerunner of HS’s city editorial office.
If should choose one word, it could be crash.
The first day of March is the day on which the term of office of the regional councils elected in January officially begins. This means that the biggest social and health care reform in the history of Finland will accelerate its grumbling machine.
Old structures are being demolished so that the ears ring.
The goals set by politicians for reform are tough: better services for all without running out of costs.
Is that really possible? HS is trying to find answers to this.
Reform the first steps will be closely monitored in urban, domestic and policy delivery.
HS journalists travel around the country in search of the most interesting phenomena, looking for the best successes and reporting on the most vicious problems.
In addition, we are closely following the debate on national reform in national politics. There are still a number of big issues to be resolved, starting with the possible introduction of a provincial tax.
Within Uusimaa, we observe decision-making in all five areas. We tell readers the most important news and open the backgrounds of the most important topics.
We also ask for help from your readers. News tips on the country of extraction can be sent to a city journalist specializing in social and health issues To Maija Aalto. In national matters, it is worth approaching HS’s policy delivery ([email protected]) and HS’s domestic delivery ([email protected]).
How sote reform then in practice visible to ordinary Finns?
Very little at first. Municipalities will be responsible for organizing the services until the end of this year.
Until then, regional councilors threw their armpits wet at work. The new system must be made available within ten months to which responsibility for the services can be transferred. There is a lot to do, little time.
The very first thing for new areas of well-being is to appoint a leader, find an organizational model and form an assessment of how the economy is running. At the first meetings, the chairmen and chairmen of the governments are also elected for the regional councils. In addition, space issues are clarified and members of other political institutions are identified.
A strategy is then created for the councils. It means deciding on the rules of the game for the organization of the services themselves.
Finally, next autumn, the plans will be fleshed out into next year’s budgets. Money is limited, but the need for services is growing. Therefore, by the autumn at the latest, we have to answer what, how much and how to do it.
At this point at the latest, the political priorities of the various parties are beginning to show to us voters as well.
